Support Children and Afghan Women Needs Organization (SCAWNO) is a non-profit NGO registered with the Ministry of Economy of Afghanistan, registration number 1174. Established by a group of dedicated and qualified Afghan professionals, SCAWNO aims to promote community development, good governance, and capacity building. The organization was founded by members of Local Youth Councils, with a mission to contribute positively to the development process of communities in Afghanistan through capacity building, women's rights awareness, gender-based violence, children's protection awareness, legal consultation, economic sustainability, income generation projects, literacy, vocational training, health education, and teacher training. Job Description:
1) Project Leadership & Planning
- Take full responsibility for on-time, on-budget, high-quality delivery of provincial engineering projects; develop and maintain workplans, Gantt schedules, and risk registers.
- Lead multidisciplinary project teams and subcontractors; assign workloads, set targets, and run weekly progress reviews.
2) Technical Engineering, QA/QC & HSE
- Ensure designs, drawings, and method statements meet code and donor specs; verify quantities and resolve site technical issues.
- Implement QA/QC plans (materials testing, ITPs, checklists) and enforce HSE measures (toolbox talks, PPE, incident reporting).
- Apply ANBC (referencing IBC 2009) and relevant standards; follow applicable donor/agency specifications and Afghan practice.
3) Estimating, BoQs & Market Pricing
- Conduct provincial market price surveys (materials, labor, equipment), maintain price databases, and update engineer’s estimates.
- Prepare BoQs, cost breakdowns, and quotations; validate contractor BoQs and payment certificates against drawings/specs/site measurements.
4) Cost, Finance & Reporting
- Manage project budgets, commitments, and forecasts; control variation orders and change requests; submit daily cost/expense logs and monthly financial progress reports.
- Reconcile physical progress with financial burn rate; flag cost/schedule deviations early with corrective actions.
5) Procurement & Contract Management
- Prepare technical specs and evaluation criteria; support tendering, bid evaluations, and contract awards in line with donor frameworks (e.g., WB/UN) and SCAWNO manuals.
- Administer contracts (site instructions, NCRs, extensions of time, claims logs).
6) Stakeholder & Community Coordination
- Coordinate with provincial authorities, community shuras, and partners; ensure community acceptance and safe site access.
- Communicate clearly with donors/INGOs on progress, constraints, and mitigation measures.
7) Safeguarding, Inclusion & Compliance
- Promote gender-responsive worksites; ensure safeguarding/PSEA adherence, inclusive hiring where feasible, and respectful community engagement.
- Maintain complete documentation (drawings register, site diaries, test results, photographs, IRs/RFIs, handover packs).
Job Requirements:
- Bachelor’s in Civil Engineering (Master’s preferred).
- 10+ years professional experience in civil works; 5+ years in project/site management (NGO/INGO, UN, or Construction Companies).
- Proven expertise in BoQ preparation, quantity take-off, pricing, and quotations; excellent knowledge of provincial market prices and suppliers.
- Strong command of QA/QC, HSE, and Afghanistan code compliance (ANBC/IBC 2009 reference); familiarity with donor specs.
- Solid experience with procurement and contract administration (evaluation, awards, contract management; FIDIC exposure an asset).
- Financial acumen: budget control, cost reporting, and value-engineering.
- Software: AutoCAD, quantity take-off tools, MS Project/Primavera, and MS Office (Excel advanced).
- Languages: Pashto, Dari, and English (spoken and written).
- Willingness to travel frequently to sites; Afghan citizenship.
