About Social Association for Development of Afghanistan (SADA):

SADA is a non-governmental, non-for-profit and non-political humanitarian and development organization. SADA was founded in 1994 when Afghanistan was severely affected by internal war and access to any humanitarian facilities and services was practically debarred. SADA was established with a vision of “To alleviate poverty and human sufferings to see educated, self-reliant, peaceful and developed Afghanistan” by enhancing access to quality, safe and free education, improving health conditions, upgrading local agriculture & irrigation systems, increasing awareness around hygiene and sanitation, and advocating for the rights of women & children.

SADA started its first operation in 1996 in Kandahar province by implementing a UNOPS funded WASH project with the total value of $12,657. SADA gradually expanded its operations across the southern region by developing partnerships with UNOPS, UNDP, UNWFP, UNICEF, UNHCR, Malala Fund, Street Child/Children in Crisis, GPE, JICA, Action Aid, ZOA Refugee Care, Royal Netherland Embassy, PRT and the government of Afghanistan.

SADA is able to successfully implement hundreds of small and large humanitarian and development projects in several sectors in different parts of the country, which have greatly contributed in improving the living conditions of hundreds of thousands of needy people. SADA through its community-based-approach built up strong relations with communities and gained a special acceptance among them. On the basis of service delivery, the organization has created excellent reputation among donor organizations, partner organization, government officials and other stakeholders.

SADA is headquartered in Kabul and currently has sub offices in Kandahar, Helmand, Wardak, Bamiyan, Samangan, Sari-Pul, Faryab and Urozgan provinces.

Job Description:

The M&E Officer will play a key role in ensuring that TLS activities are effectively monitored, evaluated, and aligned with project objectives, donor requirements, and SADA’s safeguarding policies.

Job Requirements:

. Duties and Responsibilities

The M&E Officer will play a key role in ensuring that TLS activities are effectively monitored, evaluated, and aligned with project objectives, donor requirements, and SADA’s safeguarding policies.

General Responsibilities

  1. Develop and implement monitoring and evaluation (M&E) systems and tools specific to TLS education, PSS, and health referral activities.
  2. Monitor all TLS activities, including student enrollment, attendance, learning progress, PSS services, and referral outcomes, ensuring timely and accurate data collection.
  3. Support the establishment and use of ActivityInfo and other reporting systems for data management.
  4. Recommend improvements to project strategies and the logical framework to enhance quality, efficiency, and effectiveness.
  5. Track progress against project indicators, including number of TLS established, students transitioned to public schools, teachers trained, and safeguarding mechanisms in place.
  6. Monitor the sustainability of TLS results, including community engagement, functioning School Management Shuras (SMS), and transition pathways.
  7. Provide feedback and recommendations to the Provincial Project Manager and National Project Focal Point for adaptive management.
  8. Assist field teams with the use of M&E tools, ensuring accuracy and consistency of data reporting.
  9. Consolidate and prepare weekly, monthly, and quarterly progress reports, including lessons learned and best practices.
  10. Support accountability to affected populations by ensuring community feedback is documented, analyzed, and integrated into project decision-making.
  11. Conduct regular field visits to TLS and hub schools to assess quality of education, PSS integration, referral follow-up, and safeguarding compliance.
  12. Perform other related tasks as assigned by the Provincial Project Manager.

. Safeguarding, PSEA & Accountability

  • Recognize and report any SEA (Sexual Exploitation and Abuse) cases.
  • Ensure PSEA messages are communicated to beneficiaries, vendors, and contractors.
  • Ensure community members and TLS students have access to safe, confidential, and accessible feedback and reporting mechanisms.
  • Refer safeguarding, protection, or SEA concerns to SADA management and appropriate authorities in line with policy.

. Required Skills and Qualifications

  • Bachelor’s degree in Monitoring & Evaluation, Education, Social Sciences, or related field.
  • At least 3–5 years of experience in M&E for education or child protection projects, preferably in emergency or returnee contexts.
  • Strong knowledge of M&E tools, data collection methodologies, and reporting systems (including ActivityInfo).
  • Experience monitoring TLS, CBE, or other alternative education programs.
  • Familiarity with PSS, child safeguarding, and referral systems.
  • Strong analytical and reporting skills.
  • Fluency in Pashto and Dari; working knowledge of English is an asset.
