Job Description:
Background
YHDO is implementing a UNODC supported vocational skill training program aimed at supporting recovering people who use drugs in their reintegration process. The program provides market-driven apprenticeship/internship opportunities , psychosocial and re-integration support, and linkages to income-generating opportunities. Therefore, to ensure effective implementation at the provincial level, YHDO seeks a qualified Provincial Focal Point / Reintegration Supervisor.
2. Purpose of the Position
The Provincial Focal Point will coordinate, supervise, and support the implementation of apprenticeship vocational training and reintegration activities in the respective provinces. S/He will serve as the main link between YHDO’s central office, local authorities, training providers, and beneficiaries.
In addition to this The Provincial Focal Point /Integration supervisor will lead efforts to support the social and economic reintegration of graduated vocational program clients by:
- Facilitating business development and job placements with local businesses and employers.
- Linking clients with business opportunities or companies seeking skilled workers.
- Assisting clients in starting small businesses based on market needs and available connections.
- Building networks with local markets, employers, and vocational training stakeholders to enhance employment opportunities.
3. Key Responsibilities
- Program Coordination & Supervision
- Coordinate, identify and select the eligible trainees for program with the team
- Assign selected trainees to vocational training tracks aligned with their interests and market demand.Conduct market assessments to identify employment and business opportunities relevant to clients’ vocational skills (e.g., tailoring, mechanics, carpentry).
- Oversee day-to-day implementation of vocational training and reintegration activities.
- Ensure gender-sensitive approaches including programs adapted for women and ensure training sessions are conducted on schedule and in line with agreed curricula.
- Supervise trainers, field staff, and support personnel.
- Beneficiary Support & Reintegration
- Ensure individualized case management and maintain regular contact with beneficiaries and monitor their progress.
- Facilitate re-integration support and referral to other health and psycho-social services as required.
- Support reintegration of beneficiaries through job placement, apprenticeships, or self-employment initiatives.
- Support graduated clients in accessing microfinance and small business startup services.
- Stakeholder Engagement
- Liaise with provincial authorities, community leaders, and local labor market actors.
- Coordinate with vocational training institutes, private sector employers, and government departments.
- Represent UNODC/YHDO project in provincial-level coordination meetings.
- Monitoring & Reporting
- Maintain accurate beneficiary records, attendance sheets, and progress reports.
- Prepare and submit monthly and quarterly activity reports to the YHDO central office.
- Document success stories, lessons learned, and challenges.
- Compliance & Accountability
- Ensure adherence to YHDO’s policies and donor guidelines.
- Promote safeguarding, confidentiality, and non-discrimination principles.
- Support monitoring visits from donors and YHDO HQ.
Job Requirements:
. Qualifications & Experience
- Bachelor’s degree in Economics, Public administration, Social Sciences, Education, Public Health, or any related field.
- At least 2-3 years of relevant work experience in project coordination, reintegration, or livelihood programs.
- Previous experience working with drug use recovery, community development, or vocational training projects is an asset.
- Strong coordination, communication, and team supervision skills.
- Familiarity with local context and community structures.
- Excellent reporting, data management, and documentation skills.
- Proficiency in Dari, Pashto, and basic English.
- Computer literacy (MS Word, Excel, PowerPoint).
