Humanitarian Actions for the people of Afghanistan (HAPA) has been working since 1991 in the southern region (including Kandahar, Helmand, Zabul & Urozgan provinces). HAPA has main Office in Kandahar province located in Shahri Naw Chowk, District # 6 and sub-offices in (Helmand, Zabul, Nimroz, & Uruzgan provinces). HAPA has 50 permanent qualified staff members in the four offices of the southern region. HAPA remained the implementing partner (IP) for the following UN agencies (including UNODC, UN-WFP, UNHCR, UNICEF, UNOCHA) and international agencies such as (JICA, CIDA, DAI, and IOM in the past). HAPA has implemented numerous aid projects with the subject organizations in the past more than two decades.

1. Position Summary

The Program Development & Grants Officer leads the design, coordination, and submission of high-quality concept notes, proposals, and donor communication materials. The role includes active donor mapping, partnership creation, documentation preparation, and ensuring compliance with donor standards. The officer will collaborate with all internal departments to support organizational strategy, resource mobilization, and policy development.
This position is critical for expanding HAPA’s programs, partnerships, and long-term sustainability.

2. Key Responsibilities

A. Resource Mobilization & Proposal Development

  • Conduct continuous mapping of funding opportunities from UN agencies, international NGOs, foundations, and government donors.
  • Lead the full proposal development process, including writing concept notes, full proposals, project designs, logframes, and budgets.
  • Coordinate with internal departments (Programs, MEAL, HR, Finance, Operations) to collect inputs and ensure accurate technical content.
  • Develop and maintain a donor application calendar to ensure timely submission.
  • Ensure all submitted proposals meet donor compliance, formatting, and quality requirements.
  • Review and rewrite proposals developed by other staff to improve clarity, logic, and completeness.

B. Donor Liaison & Partnerships

  • Build and maintain positive relationships with donor focal points and partner organizations.
  • Prepare organizational profiles, capability statements, presentations, and visibility materials for donor engagement.
  • Represent HAPA at donor meetings, clusters, coordination groups, and networking events when assigned.
  • Support partnership assessments, due diligence processes, and partnership development initiatives.

C. Grants Management Support

  • Support program teams in grant initiation, donor compliance orientation, and reporting requirements.
  • Assist in preparing progress reports, indicator updates, and documentation for donors.
  • Maintain updated donor folders including checklists, templates, and compliance guidance.

D. Organizational Development & Policies

  • Lead the development, updating, and standardization of HAPA’s institutional policies, ensuring alignment with donor standards such as UN, USAID, ECHO, BPRM.
  • Maintain a consolidated repository of organizational policies, project documents, and administrative requirements.
  • Support development of internal SOPs related to program development, documentation, and reporting.

E. Research, Data Collection & Assessments

  • Conduct needs assessments, desk research, stakeholder mapping, and contextual analysis to support project design.
  • Maintain updated data sets and evidence-based information to strengthen proposals.
  • Compile and analyze sectoral data from UN, government, and other sources.

F. Documentation, Filing & Information Management

  • Maintain a grants pipeline and tracking system for submitted, approved, rejected, and in-progress proposals.
  • Ensure all required organizational documents (registration, policies, governance documents, audits, HR documents) are properly organized and updated.
  • Create structured donor folders for each opportunity.

G. Additional Responsibilities

  • Support communications and visibility content related to programs and achievements.
  • Assist in preparing annual program summaries, strategic plans, and donor reports.
  • Perform any other duties assigned by senior management related to program development or grants.

Education

  • Master’s degree in Project Management, Development Studies, Public Administration, or related fields.
  • OR Bachelor's degree in relevant field with minimum 3 years of proven experience in proposal development or grants management.

Experience

  • Minimum 3 years practical experience in proposal writing, program development, and grants work with humanitarian or development NGOs.
  • Proven experience developing proposals for major UN agencies, including:
    • UNICEF, UNHCR, WFP, IOM, UN Women, WHO, ILO, UNFPA, UNDP, UNOPS
  • Demonstrated experience in proposals for international donors, including:
    • USAID, ECHO, BPRM, EU, GIZ, FCDO, SDC, international foundations, INGOs
  • Strong knowledge of donor compliance and proposal formats (UN, USAID, EU/ECHO, BPRM, etc.).

Skills

  • Exceptional English writing skills (clear, structured, professional).
  • Ability to develop logframes, workplans, MEAL plans, and proposal budgets with Finance.
  • Strong analytical skills, context analysis, and problem-solving ability.
