Job Description:

About the project: Overall Objective of the project is to enhance community infrastructure vital for improving livelihoods and local economic development, and communities have improved access to essential services through better health, education, agriculture, and energy infrastructure.

Job Summary: The Social and Environmental Safeguard Coordinator will be responsible for ensuring that all project activities comply with national regulations, UNDP safeguard requirements, and ActionAid’s environmental and social policies. The role focuses on risk identification, mitigation, and monitoring of social, environmental, gender, and protection risks related to infrastructure development and cash-for-work activities.

Job Responsibilities :

Tasks:

  • Carry out the environmental and social screening process for each project location prior to start the implementation.
  • Develop and implement the project’s Social and Environmental Safeguard Plan (SESP).
  • Ensure compliance with UNDP environmental and social safeguard standards and national laws.
  • Support screening of project sites using environmental and social risk checklists.
  • Monitor impacts related to waste management, water usage, dust control, noise, and soil erosion.
  • Ensure environmentally responsible construction practices at all sites.
  • Promote use of environmentally friendly materials and sustainable practices.
  • Monitor risks related to land use, community disputes, labor conditions, and stakeholder safety.
  • Ensure inclusive participation of women, persons with disabilities, and vulnerable groups.
  • Support conflict sensitivity and “Do No Harm” implementation.
  • Ensure integration of safeguarding, PSEA, child protection, and gender equality principles.
  • Support safe and dignified working environments, especially for women participants.
  • Monitor implementation of Code of Conduct by staff and contractors.
  • Establish and manage accessible complaint and feedback mechanisms.
  • Ensure timely documentation and resolution of grievances.
  • Coordinate with ActionAid’s safeguarding focal points and UNDP when required.
  • Conduct trainings for staff, contractors, and community workers on E&S safeguards.
  • Build capacity of local committees on environmental protection and social accountability.
  • Conduct regular field monitoring visits.
  • Prepare monthly safeguard compliance reports.

Flag high-risk issues and recommend corrective actions.

Job Requirements:

Education & Training:

  • Bachelor’s degree in environmental science, Social Sciences, Development Studies, Engineering, or related field.
  • Familiarity with Afghanistan national environmental and social regulations.

Training certificates in Environmental and Social Management Plan (ESMP) are strong assets for the role.

Experience:

  • Minimum 5 years of experience in environmental and social safeguards.
  • Work experience with international / national organization is required and in world bank project is preferable.

Ability to work well with a range of stakeholders, including project -affected peoples, government officials, international and Donors

Technical Skills :

  • Experience working with I/NGOs will be preferred.
  • Excellent knowledge of community development and social environments.
  • Proven management ability and strong interpersonal skills – team player.
  •  Problem-solving skills.
  • Ability to deal with difficult, often frustrating work situations.
  •  A willingness to live, travel and work in isolated and possibly dangerous locations.
