Job Description:
Position Summary
The Community Mobilizer will play a key role in engaging communities, identifying eligible women participants, supporting outreach activities, and promoting the Women Empowerment Hubs (WEHs) as safe, accessible, and useful spaces for women and girls. The Mobilizer will establish strong relationships with community elders, women’s groups, families, and other stakeholders to encourage participation in hub activities, while ensuring respect for local norms and cultural sensitivities. The role supports smooth implementation of empowerment, livelihood, psychosocial, and awareness programs.
2. Duties and Responsibilities:-
- Conduct regular outreach in target communities to raise awareness about WEH services, trainings, and opportunities for women.
- Build trustful relationships with families, elders, shuras, women’s groups, and local leaders to support women’s participation.
- Mobilize women and encourage them to join trainings, livelihood activities, and awareness sessions.
- Organize and facilitate community meetings, orientation sessions, and information events.
- Identify and support local women leaders and volunteers who can promote WEH activities.
- Assist in identifying eligible women based on project criteria through transparent and inclusive methods.
- Support registration, verification, and orientation of new participants.
- Ensure accurate documentation of participant information and attendance.
- Provide guidance to women on available services, training schedules, and participation expectations.
- Assist WEH staff during training sessions, community events, and awareness campaigns.
- Help manage participant flow, attendance, and coordination of group activities.
- Provide logistical support (arranging meeting spaces, coordinating transportation, etc.) as needed.
- Ensure hubs remain inclusive, safe, and welcoming environments for all women.
- Collect feedback from community members and participants regarding hub activities and share with the Project Manager/MEAL team.
- Report community concerns, challenges, cultural sensitivities, or risks that may affect project implementation.
- Maintain field visit logs, outreach reports, and community meeting minutes.
- Support the MEAL team in conducting surveys, interviews, and focus groups.
- Promote safeguarding, confidentiality, and safe participation for all women.
- Identify vulnerable women or those in need of additional support and refer them appropriately.
- Ensure community members understand how to access complaints and feedback mechanisms.
- Immediately report any protection or safeguarding concerns in accordance with OHA policies.
- Coordinate closely with WEH Coordinators, Health Specialist, Livelihood Specialist, and Field Monitors.
- Liaise with community elders, local authorities, and religious leaders to ensure acceptance of hub activities.
- Participate in project coordination meetings and field assessments.
Job Requirements:
Required Qualifications
Education
- High school graduate required; bachelor’s degree in Social Sciences, Community Development, Gender Studies, or related fields is an asset.
Experience
- At least 2–3 years of experience in community mobilization, outreach, or social work.
- Experience working with women, community groups, or vulnerable populations.
- Prior experience with NGOs, INGOs, or UN agencies is desirable.
- Experience working in Kandahar or similar cultural environments is highly valued.
Skills & Competencies
- Strong communication, interpersonal, and community engagement skills.
- Ability to speak confidently with women, families, and community leaders.
- Understanding of local customs, norms, and sensitivity toward women’s participation.
- Basic literacy in reporting, documentation, and attendance tracking.
- Ability to work independently and conduct extensive field outreach.
- Fluency in Pashto required; Dari is an advantage; basic English is helpful.
