Job Description:

The Procurement and Logistics Officer is responsible for overseeing all procurement, logistics, supply chain, and asset management functions required for the establishment and smooth operation of the two Women Empowerment Hubs (WEHs) in Kandahar Province. The officer ensures compliance with OHA procurement policies and UN Women donor regulations, timely purchasing of goods and services, hub supplies management, transportation arrangements, and accurate documentation. The role supports efficient project operations and ensures transparency, accountability, and optimal use of resources.

2. Duties and Responsibilities:-

  • Manage the complete procurement cycle in accordance with OHA and UN Women guidelines.
  • Prepare and process purchase requests, RFQs, bidding documents, bid analysis, and purchase orders.
  • Ensure competitive, transparent, and documented procurement processes.
  • Maintain accurate procurement files including quotations, contracts, receipts, and delivery notes.
  • Coordinate with suppliers to ensure timely delivery of goods and services.
  • Verify quality, quantity, and specifications of goods before acceptance.
  • Maintain vendor databases and update market price information regularly.
  • Oversee the transportation, distribution, and storage of project supplies and equipment.
  • Ensure safe and timely delivery of supplies to the WEHs and field locations.
  • Coordinate logistics for staff travel, field visits, training events, and community activities.
  • Ensure proper handling, loading/unloading, and distribution of materials.
  • Maintain stock records and manage inventory to prevent overstocking or shortages.
  • Maintain an updated, accurate inventory list of all project assets and equipment.
  • Tag and register all newly procured assets.
  • Conduct periodic physical inventory checks and ensure proper documentation.
  • Ensure assets are well-maintained, functional, and securely stored.
  • Support asset disposal procedures in line with OHA and donor policies.
  • Support WEH Coordinators in preparing and maintaining procurement plans, supply lists, and hub needs.
  • Ensure WEHs have necessary supplies including training materials, administrative items, furniture, equipment, consumables, and safety items.
  • Respond promptly to logistical needs during training sessions, events, and outreach activities.
  • Coordinate maintenance and repair services for hub facilities and equipment.
  • Ensure all procurement and logistics activities comply with OHA internal policies and UN Women donor regulations.
  • Maintain organized, complete, and audit-ready procurement and logistics files.
  • Prepare monthly procurement and logistics activity reports.
  • Support preparation for internal and donor compliance audits.
  • Track procurement requests, delivery timelines, and pending orders.
  • Coordinate closely with Project Manager, Finance, WEH Coordinators, and other program staff.
  • Liaise with suppliers, transport companies, contractors, and service providers.
  • Maintain strong working relationships with local authorities and relevant logistics actors.
  • Participate in procurement planning meetings and operational coordination sessions.
  • Ensure safe transportation of goods and materials in line with OHA safety protocols.
  • Identify procurement or logistics risks and propose mitigation measures.
  • Report any irregularities or suspected cases of fraud immediately, adhering to OHA anti-corruption guidelines.
  • Ensure confidential and secure handling of procurement documentation.

Job Requirements:

Required Qualifications

Education

  • Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Public Administration, or related field.
  • Diploma with significant procurement/logistics experience may be considered.

Experience

  • Minimum 3–5 years of experience in procurement, logistics, or supply chain roles with NGOs/INGOs or UN-funded projects.
  • Experience managing procurement processes in compliance with donor regulations (UN Women/UN agencies preferred).
  • Experience in warehouse, supply chain, or inventory management.
  • Strong experience working in Kandahar or similar operational contexts is an asset.

Skills & Competencies

  • Strong understanding of procurement and logistics procedures and best practices.
  • Excellent negotiation, communication, and vendor management skills.
  • Ability to manage multiple procurement tasks simultaneously.
  • Strong documentation, record-keeping, and reporting skills.
  • Proficiency with MS Office (Word, Excel, Outlook).
  • Fluency in Pashto required; Dari and English are strong assets.
