Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Description:

People in Need (PIN) Afghanistan is seeking an experienced Construction Engineer to support an EU-funded livelihoods consortium project in Ghazni and Zabul provinces. The Construction Engineer will be responsible for planning, implementing, and monitoring all construction-related activities of the project in accordance with PIN’s project management quality standards. This includes oversight of the design, supervision, and quality assurance of infrastructure interventions such as solar powered cold storage, and other rural infrastructure.

The Construction Engineer will ensure all construction works are aligned with Core Humanitarian Standards, national regulations, and PIN’s policies and procedures. The selected candidate must demonstrate strong technical expertise in construction engineering, including site assessment, structural design, material estimation, and contractor supervision. Proven experience in delivering infrastructure projects in remote or hard-to-reach areas and the ability to work under pressure.

The Construction Engineer will be a key resource in the implementation of a livelihoods project funded by the EU, titled "Empowering Vulnerable Communities in West, South, and South-East Afghanistan for Climate Resilience and Economic Stability in Ghazni and Zabul provinces. The main responsibilities will include technical assessments, design, supervision, and quality assurance of construction-related activities such as solar powered cold storages, small-scale infrastructure (e.g. water points, protection wall), and community-based facilities.

The Construction Engineer will work closely with project teams, local authorities, and contractors to ensure all construction works are implemented in a timely, safe, and cost-effective manner while adhering to technical standards, donor requirements, and PIN’s quality and accountability principles.

Main Responsibilities:

The construction engineer is responsible for, but not limited to, the following work areas and duties: 

  • Technical Assessments & Site Selection: Conduct feasibility studies and technical assessments for cold storage sites and protection wall locations and ensure selected sites meet engineering, safety, and environmental standards.
  • Design & Planning: Develop or review detailed engineering designs and technical specifications for solar-powered cold storages and protection walls. Preparing Bills of Quantities (BoQs), cost estimates, and construction plans.
  • Procurement & Contracting Support: Assist in the preparation of tender documents for construction works and Support technical evaluation of contractor bids.
  • Construction Supervision: Monitor construction activities to ensure compliance with design, technical standards, safety protocols, and timelines and conducting regular field visits to ensure quality control and contractor adherence.
  • Coordination & Reporting: Coordinate with local authorities, engineers, and other stakeholders during implementation and provide timely progress updates, technical reports, and documentation.
  • Sustainability & Capacity Building: Ensure that cold storages are built to optimize solar energy use and meet local needs. Train or orient local community members and users on the maintenance and basic operation of infrastructure.
  • Risk Management: Identify construction risks (e.g., weather, supply delays, safety hazards) and recommend mitigation measures.
  • Compliance: Ensure all construction activities adhere to PIN, donor, national engineering standards, and environmental regulations.

 

Job Requirements:

Education and Experience:

  • At least 5–7 years of progressive work experience in similar roles, particularly in solar powered cold storages or construction projects. 
  •  Bachelor’s degree in Civil Engineering or a related field. 
  •  Proven experience in the design, construction, and supervision of infrastructure projects such as solar-powered cold storage units, protection walls, and other community-based structures. 
  •  Strong knowledge and experience in preparing engineering designs, drawings, BoQs (Bill of Quantities), and technical specifications. 
  •  Familiarity with renewable energy integration (especially solar) into infrastructure projects is highly desirable. 
  •  Experience in working with construction contractors, conducting quality checks, and ensuring compliance with national construction standards and safety regulations. 
  •  Understanding of project implementation in remote or hard-to-reach areas, including challenges related to logistics, climate, and local community coordination. 
  •  Demonstrated ability to produce and review technical reports, site assessments, and progress documentation.
  • Knowledge of project management principles, including planning, budgeting, and monitoring construction timelines. 
  • Strong coordination skills to liaise with local authorities, sectoral departments, and technical partners.Proven capacities in carrying out capacity building activities for the staff
  • Proficiency in Pashto and Dari
  • Working knowledge of English preferred
