Job Description:

  1. Purpose of the Position

The Site Monitoring Engineer is responsible for technical supervision, quality assurance, and field monitoring of emergency latrine construction works to ensure compliance with approved drawings, BoQ, UNICEF WASH standards, and OSSHD technical requirements. The position ensures that construction is completed on time, within scope, and to required quality standards

  1. Job Description:

A. Technical Supervision

  • Supervise daily construction activities at assigned latrine sites
  • Ensure works are implemented strictly according to: Approved drawings, BoQ, specifications, Technical standards.
  • Verify layout, dimensions, and structural alignment before construction begins
  • Check quality of materials (cement, blocks, steel, pipes, slabs, etc.)

B. Quality Control

  • Inspect all stages of construction including:, Excavation depth and pit stability, PCC and RCC works, Masonry works, Roofing and steel installations, Plumbing and ventilation systems
  • Ensure correct concrete mixing ratios and workmanship
  • Reject substandard materials or poor workmanship

C. Work Progress Monitoring

  • Monitor daily and weekly physical progress
  • Compare actual progress against work plan and timelines
  • Identify delays and recommend corrective actions

D. Measurement & Certification

  • Measure completed works as per BoQ quantities
  • Prepare site measurement sheets
  • Certify work progress for payment processing
  • Verify that works claimed by contractor are actually completed

E. Documentation & Reporting

  • Maintain site records and inspection logs
  • Take before, during, and after photos with: Date, GPS coordinates, Description of works
  • Submit weekly progress reports to Project Engineer
  • Record issues, deviations, and corrective actions

F. Compliance & Standards

  • Ensure compliance with: UNICEF WASH in Emergencies standards, OSSHD technical guidelines, Environmental and safety practices, Monitor safe excavation practices and worker safety

G. Coordination

Coordinate with: Contractors and site foremen, Community representatives, OSSHD WASH team

Attend site meetings and technical briefings

H. Defect Monitoring

  • Identify defects during construction
  • Ensure contractor rectifies issues before acceptance
  • Support final inspection and handover process
  • Duration of Assignment
  • The position will be for six months’ renewable based on performance and funding availability.
  • Duty Station
  • The site monitoring engineer will be based at Kandahar provincial office, with frequent travel to project sites within the south Region including Nimroz, Helmand and Urozgan.
  • Reporting Line
  • The Provincial Coordinator will report directly to the Country Director / Program Manager.

Job Requirements:

  1. Job Requirements and Experience:
  • Education Bachelor’s degree in Civil Engineering
  • Experience Minimum 3 years in construction supervision
  • Sector Experience: Experience in WASH or sanitation infrastructure preferred
  • Skills Construction supervision, measurement, reporting
  • Language Pashto required; Dari/English preferred
  • Location Experience Experience working in Kandahar/South Region is an asset
