Job Description:

  1. Purpose of the Position

The Logistics and Procurement Officer is responsible for ensuring efficient, transparent, and compliant procurement and logistics operations to support program implementation. The role ensures timely acquisition, storage, and distribution of goods and services in accordance with organizational policies, donor regulations, and humanitarian standards.

  1. Job Description:

A. Procurement Management:

  • Manage end-to-end procurement processes, including requisitions, sourcing, bidding, evaluation, contracting, and purchase orders.
  • Ensure procurement activities comply with OSSHD policies, donor requirements, and procurement thresholds.
  • Prepare and maintain procurement plans in coordination with program and finance teams.
  • Conduct market assessments and maintain an updated vendor/supplier database.
  • Organize competitive bidding processes (RFQs, ITBs, RFPs) and support bid evaluation committees.
  • Ensure value for money, transparency, and fairness in all procurement actions.

B. Logistics & Supply Chain Management

  • Coordinate transportation, warehousing, and distribution of project supplies and equipment.
  • Ensure proper storage, handling, and tracking of goods in warehouses and field locations.
  • Maintain accurate stock records, waybills, delivery notes, and inventory systems.
  • Support timely delivery of supplies to project sites, especially during emergency responses.

C. Asset & Inventory Management

  • Maintain and regularly update the asset register and inventory records.
  • Support asset tagging, tracking, handover, and disposal in line with organizational policies.
  • Conduct periodic physical inventory and asset verifications.
  • Report losses, damages, or discrepancies promptly.

D. Coordination & Support to Programs

  • Work closely with program teams to understand procurement and logistics needs.
  • Support emergency procurement and rapid response operations when required.
  • Provide guidance to field staff on procurement and logistics procedures.

E. Documentation & Reporting

  • Maintain complete procurement and logistics files for audits and donor reviews.
  • Prepare regular procurement and logistics reports.
  • Support internal and external audits by providing required documentation.

F. Compliance, Ethics & Risk Management

  • Ensure adherence to anti-fraud, anti-corruption, safeguarding, and PSEA policies.
  • Identify and mitigate procurement and logistics risks.
  • Promote ethical procurement practices and confidentiality.
  • Duration of Assignment
  • The position will be for six months’ renewable based on performance and funding availability.
  • Duty Station

The site Logistic and Procurement officer will be based at Kandahar provincial office, with frequent travel to project sites within the south Region including Nimroz, Helmand and Urozgan.

Reporting Line

The Logistic and Procurement officer will report directly to the Country Director / Program Manager.
