Job Description:

Main Tasks and Responsibilities:

As the Deputy Technical Manager for the HER (Health, Emergency, Response) Project in Paktika, you will play a critical role in supporting the technical management and implementation of the project. The HER Project aims to improve health services, as well as contribute to the overall efforts in Paktika. In this role, you will work closely with the Project Manager and provide hands-on leadership and expertise to ensure the successful execution of project activities.

Specific Responsibilities:

  • Actively participate as a member of ATOA’s management team in all relevant meetings.
  • Assist the Technical Manager in providing technical guidance and support to project teams, ensuring adherence to project guidelines, standards, and best practices.
  • Establish and maintain effective communication channels, collaborating closely with the Provincial Public Health Department (PPHD), UN agencies, national and international NGOs, and relevant regional clusters.
  • Manage leading projects such as HER/ BPHS/EPHS, as well as supportive or vertical projects like TSFP, Malaria, etc.
  • Collaborate with the Project Manager to monitor project implementation, ensuring activities are executed according to the project plan and within the allocated budget and timeline.
  • Ensure achievement of HER project P4P and non-P4P indicators, objectives, and performance of other vertical projects.
  • Support the capacity development of project staff through training, mentorship, and performance evaluations. Foster a learning environment that encourages knowledge sharing and professional growth.
  • Ensure inventory and reporting of all assets in health facilities.
  • Engage with key stakeholders, including government agencies, NGOs, and local communities, to ensure their active participation and support in project activities. Foster strong partnerships to enhance project outcomes.
  • Attend all forums and meetings of the main office when invited via email.
  • Manage all project-related activities and communications in Paktika.
  • Work with the Technical Manager to establish and maintain quality assurance processes, including data collection, analysis, and reporting.
  • Ensure compliance with relevant standards and guidelines.
  • Identify and mitigate project risks, escalating issues to the Project Manager as needed.
  • Potentially act as a security focal point in case of accidents or security incidents on ATOA premises, reporting incidents to the ATOA general director within 24 hours.
  • Respond promptly to all emails from the main office.
  • Provide all relevant reports to the main office on time as requested.
  • Ensure TPM assessment to prevent low performance and low achievements.
  • Follow up on monitoring reports from the main office with relevant provincial staff and respond to findings promptly.
  • Coordinate with external monitors such as MoPH, PPHD, UNICEF, TMP, etc., to address findings and implement corrective action plans promptly.
  • Motivate the community and maintain good coordination with them.

Job Requirements:

Qualifications:

  • MD degree, preferably with a postgraduate qualification in the field of Public Health.
  • Minimum of 4 years’ experience in management, implementation, and supervision of Community-based health programs
  • Fluency in Pashto, Dari, and English languages
  • Proven ability in management and supervision
  • Possess negotiation skills.
