About Afghan Youth Education & Health Organization:

Afghan Youth Education and Health Organization known as (AYEHO) is an independent, non- profitable, nonpartisan and non-governmental organization registered with the Ministry of Economy, Government of Afghanistan. AYEHO provides support to youth and children who work on the streets, orphans, and children in conflict with law, children with disabilities and their families in Afghanistan.

AYEHO established in 2018, headquartered in Kabul with two provincial offices and properly structured and active business and operational set ups in all 34 provinces of the country, has arguably served the most marginalized and vulnerable children, youth and families in the most disadvantaged and remote areas of the country. Besides this AYEHO is well-known and established Afghan NGO in delivering professional and technical assistance and training and development services to targeted audience in Afghanistan, at central, provincial and district levels, in all the leading development and governance sectors of the country.

AYEHO has been working for community empowerment at the grassroots level for many years. The emergence of AYEHO was based on the goals of securing the rights of most deprived and vulnerable communities through promotion of child rights and women rights. Enhancing access to basic health services, quality primary education and socioeconomic development facilities are among the integral parts of AYEHO. Based on these goals, the AYEHO mission is to empower and improve the quality of life of marginalized and vulnerable communities in less developed parts of the country. This mission is to be accomplished by launching sustainable and replicable projects as well as building partnerships. By utilizing valuable skills and resources such as participatory research, development, knowledge management, and advocacy, that will tangibly bring about change into the lives of women and children.

Job Description:

Job Summary

The District Education Officer (DEO) is the primary field implementer for all project activities within an assigned district. The DEO ensures that CBS classes are established, teachers are recruited and supported, students are enrolled, construction of new CBS centers is completed to quality standards, and all activities are coordinated with district-level authorities (DED, Hub Schools, Shuras, ETEs). The DEO also leads community mobilization efforts, monitors teacher and student attendance, and ensures timely reporting to the Provincial Coordinator.

Duties and Responsibilities

A. CBS Establishment and Operations

  • Lead the identification and verification of CBE class locations in consultation with communities, School Management Shuras, and DED, ETEs.
  • Facilitate the enrollment and registration of out-of-school children (with priority for girls, and children with disabilities) into CBS classes.
  • Ensure each CBS class maintains accurate documentation; attendance registers, student assessment records, and material tracking logs.
  • Coordinate with Hub Schools to obtain Asas Numbers for CBS students, records and facilitate their eventual transition to Hub schools.
  • Organize community mobilization campaigns (including door-to-door outreach, mosque announcements, and community meetings) to promote enrollment especially girls, retention, and awareness of child rights.
  • Conduct monthly community coordination meetings with CBS Management Committees, Shuras, elders, and returnee representatives to address grievances and share project updates.
  • Ensure community members are aware of GRM channels and understand how to submit complaints confidentially.

B. Teacher Recruitment and Support

  • Lead the identification and verification of potential teacher candidates from within target communities, ensuring compliance with eligibility criteria according to the AYEHO CBE teachers recruitment guidelines and HR policy.
  • Facilitate and support the teacher training logistics including venue, participant attendance tracking, distribution of TLM, teacher salaries.
  • Conduct monitoring visits to ensure teacher attendance and punctuality, reporting any prolonged absence to the Program Manager.

C. Construction Oversight

  • Serve as the AYEHO field representative for CBS construction activities within the district (5 CBS centers / 15 classrooms per province).
  • Monitor daily construction progress against approved designs, bill of quantities (BoQ), and work plan.
  • Verify that climate-resilient construction standards (elevated foundations, insulated roofing, proper ventilation) are applied per AYEHO requirements.
  • Ensure gender-segregated latrines and safe water sources are included in all new CBS constructions.
  • Report any construction defects, delays, or non-compliance to the Program Manager immediately, with evidence.
  • Participate in construction handover ceremonies with community representatives, DED, and UNICEF (as required).

D. Monitoring, Reporting, and Safeguarding

  • Conduct monthly monitoring visits to each CBS class and each construction site within the district using standardized monitoring checklists.
  • Submit progress reports to the Program Manager covering: teacher attendance, student enrollment (disaggregated by gender), construction progress, supply distribution, and community feedback.
  • Maintain a district-level complaint and feedback log tracking all GRM submissions, resolution status, and outcomes.
  • Report any safeguarding concern, PSEA incident, or child protection violation immediately (within 24 hours) to the Program Manager and the GRM Focal Point.
  • Ensure that all field staff have signed the Code of Conduct and PSEA declaration and have received safeguarding orientation.

E. Representation and Coordination

  • Represent AYEHO at district-level coordination meetings including DED coordination forums, EiE working groups, and protection cluster meetings as requested.
  • Maintain positive working relationships with District Education Department, Hub School, ETEs, Academic Supervisors, and district-level protection actors.
  • Facilitate any UNICEF or donor monitoring visits within the district, including providing documentation, arranging site access, and organizing community meetings.
  • Perform any other tasks assigned by the Program Manager consistent with the project scope.

Job Requirements:

  • Bachelor Degree (Master Preferred) in Education Social Science project management or any related field with 5 years’ relevant experience
  • Certification in English language.
  • Fluent in Dari and/or Pashto (required). Working knowledge of English (reporting, email, coordination) required.
  • Good knowledge in Child education system in Afghanistan
  • Proficiency in MS Office (Word, Excel) for reporting; ability to use basic data tracking tools (Excel databases).
  • knowledge on community mobilization activities
  • Have strong presentation and teaching skills
  • Must sign and adhere to AYEHO Code of Conduct, Child Safeguarding Policy, and PSEA Declaration.

Willingness to reside in the assigned district and travel daily to CBS and construction sites.
