Purpose of the position:
The Project Manager will be responsible for the overall leadership, planning, implementation, coordination, monitoring, budget management and reporting of the emergency food-assistance project.
The position will oversee core and surge staff implementing CBT, in-kind food distribution, BSFP, contingency and Torkham response activities. The Project Manager will ensure that beneficiaries are properly targeted, verified, registered and assisted through safe, accountable and inclusive delivery mechanisms.
The Project Manager will maintain close coordination with WFP’s Jalalabad Area Office, relevant WFP Country Office units, Financial Service Providers, provincial and district authorities, humanitarian coordination bodies, community representatives and other stakeholders.
The position requires strong experience in managing cash-based and in-kind food-assistance projects, field teams, distribution operations, beneficiary data, budgets, donor compliance and emergency response.
Key Accountabilities:
- Lead the planning and implementation of CBT, in-kind food assistance, BSFP, contingency response and Torkham activities.
- Prepare and follow project work plans, distribution schedules, staff deployment plans and activity timelines.
- Ensure all activities are implemented according to the approved proposal, budget, FLA, implementation plan and WFP requirements.
- Supervise core and surge staff and ensure clear responsibilities, reporting lines and performance standards.
- Oversee beneficiary targeting, verification, registration, SCOPE enrolment and correction of beneficiary data.
- Ensure beneficiary information is handled confidentially and in line with data protection requirements.
- Coordinate CBT activities with WFP and the Financial Service Provider, including payment planning, site readiness, failed transactions and reconciliation.
- Oversee food requests, receiving, storage, handling, offloading, distribution and commodity reconciliation.
- Ensure waybills, stock records, tally sheets, beneficiary lists and distribution reports are accurate and complete.
- Manage HEB distribution at Torkham and ensure daily beneficiary and commodity records are maintained.
- Supervise BSFP activities and ensure eligible children and pregnant and breastfeeding women receive the correct specialized nutritious food and counselling.
- Ensure distribution and payment sites are safe, accessible and properly arranged for women, older people and persons with disabilities.
- Monitor project targets, food tonnage, CBT values, beneficiary figures, budget expenditure and implementation progress.
- Coordinate with finance, logistics, procurement, M&E, AAP, PSEA, security and field teams.
- Prepare and submit timely daily, weekly, monthly, quarterly and final reports.
- Coordinate regularly with WFP, local authorities, community representatives, monitors and humanitarian partners.
- Ensure complaints and feedback are properly recorded, followed up and resolved.
- Ensure compliance with AAP, PSEA, protection, gender, anti-fraud and safeguarding requirements.
- Identify operational, financial, security and protection risks and take timely corrective action.
- Support audits, monitoring visits, spot checks, project reviews and emergency assessments.
- Perform other project-related duties assigned by AADA management.
