Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 45 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.

Job Summary

Job Summary

The Design Engineer is responsible for the planning, design, analysis, and preparation of engineering drawings, specifications, and technical documents for construction and infrastructure projects. The incumbent will ensure that all designs comply with applicable engineering standards, donor requirements, national regulations, and project objectives. The Design Engineer will work closely with project teams, field engineers, contractors, and stakeholders to develop cost-effective, safe, and sustainable engineering solutions.

Key Responsibilities

Design and Planning

  • Prepare engineering designs, drawings, technical specifications, and Bills of Quantities (BOQs) for project activities.
  • Conduct site assessments, surveys, and feasibility studies to collect technical data required for design development.
  • Develop detailed engineering plans using AutoCAD, Civil 3D, or other relevant design software.
  • Review and verify design calculations, structural analyses, and technical reports.
  • Ensure designs comply with national building codes, engineering standards, environmental requirements, and donor regulations.
  • Incorporate safety, sustainability, climate resilience, and cost-effectiveness into all project designs.

Technical Documentation

  • Prepare and update technical drawings, layouts, cross-sections, and as-built drawings.
  • Develop technical specifications and scope of works for procurement and contracting purposes.
  • Assist in the preparation of tender documents and technical evaluation of bids.
  • Maintain proper documentation and filing of all design-related records.

Project Implementation Support

  • Provide technical guidance to project staff, contractors, and consultants during project implementation.
  • Conduct site visits to verify design assumptions and monitor compliance with approved designs.
  • Review contractor shop drawings and recommend approvals where applicable.
  • Support troubleshooting and provide engineering solutions for field challenges.

Quality Assurance and Compliance

  • Ensure quality standards are maintained throughout project implementation.
  • Participate in inspections, technical evaluations, and quality control activities.
  • Verify that construction works are executed according to approved designs and specifications.
  • Recommend corrective actions where deviations are identified.

Coordination and Reporting

  • Coordinate with project managers, engineers, surveyors, government authorities, and community stakeholders.
  • Prepare technical reports, progress updates, and engineering assessments.
  • Participate in project meetings and provide technical input as required.
  • Support donor visits, audits, and evaluations by providing necessary technical documentation.

Health, Safety, and Environmental Compliance

  • Ensure engineering designs incorporate occupational health and safety requirements.
  • Promote environmentally responsible engineering practices.
  • Identify potential risks and propose mitigation measures during the design phase. 

Technical Skills

  • Proficiency in AutoCAD, Civil 3D, Revit, STAAD Pro, ETABS, or similar engineering software.
  • Strong knowledge of engineering design principles and construction methodologies.
  • Ability to prepare cost estimates and Bills of Quantities.
  • Knowledge of engineering standards, building codes, and quality assurance procedures.
  • Excellent analytical and problem-solving skills.
  • Strong report-writing and documentation abilities.

 

Working Conditions

  • Based in the project office with frequent travel to field locations and construction sites.
  • May require work in remote and challenging environments.
  • Compliance with organizational safety and security procedures is mandatory.

Job Requirements

Educational Qualifications

  • Bachelor's Degree in Civil Engineering, Structural Engineering, Architectural Engineering, or a related engineering field.
  • Professional engineering certification or registration is an advantage.
  • Additional training in design software and engineering standards is desirable.

Experience Requirements

  • Minimum of 5–8 years of relevant experience in engineering design and construction projects.
  • Demonstrated experience in preparing technical drawings, BOQs, and engineering specifications.
  • Experience working with NGOs, UN agencies, donor-funded projects, or government infrastructure programs is preferred.
  • Proven experience in infrastructure, water systems, watershed management, buildings, roads, irrigation, or community development projects is an asset.
