Job Summary

The RH Officer is responsible for supporting the planning, implementation, coordination, monitoring, and quality improvement of reproductive health services under the Nangarhar BPHS Project. The role ensures the integration of RH with MNCH, GBV, nutrition, emergency response, and HIVA programs; provides technical guidance, capacity building, and supportive supervision to health facilities and provincial teams; monitors program performance and ensures timely, accurate reporting in line with MoPH, donor, and MHCO requirements. The RH Officer also supports work planning, budgeting, procurement, quality assurance, and the availability of essential RH commodities while ensuring compliance with national guidelines, standards, and SOPs. In addition, the position represents MHCO in technical coordination forums, strengthens collaboration between the central office and field teams, and upholds the highest standards of safeguarding, PSEAH, confidentiality, professionalism, and ethical conduct to ensure safe, respectful, and high-quality reproductive health services.

Main Job/ Responsibilities:

  • -     Support planning, implementation, and supervision of reproductive health components within Nangarhar BPHS Project.
  • -     Ensure RH activities are integrated with MNCH, GBV, nutrition, and emergency programs.
  • -     Participate in RH technical working groups, meetings, and coordination forums at provincial level.
  • -     Assist in preparing annual RH work plans, budgets, procurement plans, and activity schedules including HIVA.
  • -     Provide technical guidance to provincial teams, health facilities, and partners on RH standards and protocols including HIVA.
  • -     Conduct capacity-building sessions on Family Planning, ANC/PNC, EmONC, Newborn care, Safe delivery practices, Adolescent reproductive health and HIVA.
  • -     Support development or adaptation of training materials, guidelines, and job aids.
  • -     Monitor RH indicators in health facilities, mobile health teams, and outreach programs of Nangarhar province.
  • -     Conduct regular supervision visits, prepare supervision reports, and follow up on action plans from relevant provinces.
  • -     Ensure timely and accurate reporting to MoPH HMIS, Donor reporting systems and Internal M&E databases
  • -     Support data collection for surveys, assessments, and baseline/endline studies.
  • -     Ensure RH services comply with national RH/GBV/MNCH guidelines, standards, HIVA and SOPs.
  • -     Support implementation of BEmONC and CEmONC quality improvement processes.
  • -     Ensure infection prevention and control, safe delivery practices, and respectful maternity care.
  • -     Ensuring supply of RH commodities (FP items, delivery kits, newborn kits, dignity kits).
  • -     Represent the organization in RH-related meetings with PPHD, UN agencies, and key partners.
  • -     Comply with all PSEAH and safeguarding policies.
  • -     Ensure a safe and respectful environment for beneficiaries.
  • -     Report any suspected PSEAH violations immediately.
  • -     Maintain confidentiality and follow a survivor-centered approach.
  • -     Participate in PSEAH trainings and promote compliance among staff.
  • -     Ensure effective communication and collaboration between central office and field teams related to RH programs.
  • -     Ensure compliance with MHCO safeguarding, child protection, and PSEA policies.
  • -     Report any safeguarding or misconduct concerns following MHCO procedures.

Job Requirements

  • -     MD (Medical Doctor), qualified Midwifery, or related health qualification.
  • -     Master’s in Public Health or reproductive health is an asset.
  • -     Minimum 3–4 years of experience in reproductive health programming or clinical maternal health.
  • -     Experience in BPHS/EPHS implementation or humanitarian health projects preferred.
  • -     Strong RH technical knowledge (ANC, PNC, FP, EmONC, Adolescent RH).
  • -     Experience in capacity building and supervision.
  • -     Data analysis and reporting skills.
  • -     Knowledge of MoPH policies, HMIS, and national RH guidelines.
  • -     Strong communication, coordination, and problem-solving skills.
  • Proficiency in MS Office, especially Excel.
  • -     Fluency in Dari and Pashto; good command of English (written & spoken).
