Background of QRT Demining Project:

The proposed project aims to reduce the humanitarian impact of explosive ordnance (EO) contamination in conflict-affected districts of the provinces of Nangarhar, Kunar, and Nuristan in eastern Afghanistan. These areas have experienced increased contamination due to recent cross-border tensions, resulting in high civilian casualties, restricted access to essential services, and heightened risks for vulnerable populations, particularly children, internally displaced persons (IDPs), and returnees.
In alignment with the Afghanistan Humanitarian Fund (AHF) priorities, the project will deliver an integrated mine action response combining Non-Technical Survey (NTS), Technical Survey, and clearance, Explosive Ordnance Risk Education (EORE), and Quick Response Team (QRT) interventions. The project will target high-risk communities living in proximity to EO hazards, with a focus on restoring safe access to critical infrastructure, including schools, health facilities, water sources, and agricultural land.
Over a 12-month implementation period, AREA will deploy 4 specialized Quick Response Teams (QRTs), 1 BAC team, and 2 EORE couple teams to identify, prioritize, and clear contaminated areas, while simultaneously providing life-saving EORE to reduce risk-taking behavior among affected populations. Quick Response Teams will ensure rapid response to newly identified hazards and support safe humanitarian access, including emergency spot tasks and convoy support where required.
The project adopts a strong needs-based and community-centered approach, ensuring transparent beneficiary selection and active engagement of affected populations throughout the project cycle. Particular emphasis will be placed on the inclusion of women, children, and persons with disabilities through gender-sensitive programming, targeted outreach, and accessible communication methods. Female staff will be engaged to facilitate outreach to women and girls, in line with cultural considerations and operational guidance.
Cross-cutting priorities, including Protection, Gender, Accountability to Affected People (AAP), Prevention of Sexual Exploitation and Abuse (PSEA), and Disability Inclusion, will be systematically integrated into all aspects of project design and implementation. Community feedback mechanisms will be established to ensure accountability, transparency, and responsiveness to beneficiary needs.
The project will contribute to improved civilian safety, reduced EO-related incidents, and enhanced humanitarian access in targeted districts. By restoring safe use of land and infrastructure, the intervention will also support livelihoods and broader humanitarian and early recovery efforts. AREA’s established operational presence, technical expertise, and coordination with national mine action authorities and humanitarian partners position it to deliver timely, effective, and high-quality results under this allocation.
