Job Description:

SCOPE OF WORK:

The Data Manager – Supply Chain at ASLO will be responsible for overseeing, managing, and improving data collection, analysis, and reporting systems across the health supply chain, including inventory, procurement, logistics, and distribution processes. The role ensures data-driven decision-making, accountability, and performance monitoring to optimize pharmaceutical and medical supply management. The incumbent will work in close coordination with health, logistics, and program teams at central and field levels and provide oversight for mSupply and other relevant information systems.

Responsibilities:

  • Ensure the functionality and availability of data management systems (including mSupply) across all levels of the supply chain, particularly health facilities and field offices.

  • Collect, verify, clean, and consolidate supply chain data (stock levels, consumption, distribution, expiry tracking) for accurate monthly and quarterly reporting.

  • Maintain up-to-date databases and dashboards to track key performance indicators and supply chain metrics.

  • Generate periodic analytical reports, including supply trends, gaps, consumption forecasts, and stock alerts, and provide evidence-based recommendations.

  • Support the implementation and scale-up of mSupply and ensure its proper use at all supported sites.

  • Provide technical assistance and on-the-job training to pharmacy and logistics staff on data entry, quality assurance, and analysis tools.

  • Conduct regular monitoring and field visits to assess data quality, consistency, and adherence to reporting protocols.

  • Develop and apply data verification tools and checklists to ensure accuracy, consistency, and completeness of health supply chain data.

  • Conduct supportive supervision visits to health facilities (minimum of 15 visits per month) to verify reported data and improve data management practices.

  • Provide written feedback to field staff and facility in-charges on data discrepancies, performance, and corrective actions.

  • Track progress against supply chain indicators and provide actionable insights to project leadership.

  • Collaborate with program teams to ensure integration of data use into planning, decision-making, and quality improvement.

  • Conduct quarterly reviews of data quality checklists and ensure implementation across all sites.

  • Facilitate monthly data review presentations and feedback sessions with provincial staff and project leadership.

  • Represent ASLO in relevant forums, working groups, and coordination meetings related to supply chain data systems.

  • Collaborate with the health, logistics, procurement, and MEAL teams to ensure harmonized data flows and reporting standards.

  • Ensure well-organized filing and archiving systems for all supply chain data, records, reports, and backups.

  • Ensure that all tools, forms, and formats related to HMIS, logistics, and supply chain are available and in use at field level.

  • Participate in internal planning, donor reporting, and performance review processes.

  • Ensure timely submission of supervision reports, activity updates, and data analytics outputs.

  • Perform any additional tasks assigned by the line manager in line with the role.

Job Requirements:

Qualifications and Requirements:

  • Bachelor’s degree in Statistics, Public Health, Health Informatics, Pharmacy, or related field. (Master’s degree is an asset.)

  • Minimum 5 years of experience in data management, preferably within a health supply chain context.

  • Experience working with mSupply or similar health logistics information systems is highly desirable.

  • Proven experience in data quality assurance, analytics, reporting, and health logistics operations.

Skills and Competencies:

  • Strong understanding of health supply chain and pharmaceutical logistics.

  • Excellent analytical and problem-solving skills.

  • Proficiency in MS Office (particularly Excel, Access, PowerPoint); experience with data visualization tools is a plus.

  • Excellent interpersonal and communication skills in Dari, Pashto, and English.

  • Ability to work independently, meet deadlines, and manage multiple priorities in a fast-paced environment.

  • Willingness to travel frequently to field locations and conduct on-site supervision.
