Job Description:

SCOPE OF WORK:

The Security Manager is responsible for ensuring the safety and security of ASLO staff, assets, and operations across all areas of intervention. The role involves developing and maintaining security protocols, conducting risk assessments, managing security personnel, and responding to incidents in a timely and effective manner. The Security Manager will coordinate closely with law enforcement, NGOs, security networks (such as INSO), and other relevant stakeholders to maintain a secure and responsive environment for ASLO’s humanitarian and development programs.

Responsibilities:

  • Develop, update, and implement ASLO’s comprehensive security management plans, including:

    • Country Security Plan

    • Travel Safety Plan

    • Incident Response Plan

    • Medical Evacuation Plan

    • Hibernation, Relocation, and Evacuation Plan (HREP)

  • Conduct regular security risk assessments at national, regional, and project levels to identify vulnerabilities and recommend mitigation strategies.

  • Maintain a real-time threat analysis and risk tracking system that informs organizational decisions and operational strategies.

  • Provide security input into program planning, field movements, and logistical arrangements.

  • Lead response during security incidents involving staff, vehicles, or property, ensuring prompt and coordinated action.

  • Ensure all security incidents are accurately documented, investigated, and reported to senior management in a timely manner.

  • Liaise with local authorities, security actors, and humanitarian networks to verify security alerts and threats.

  • Ensure security incidents are reported to relevant networks (e.g., INSO, AKDN Security Portal) and donor compliance is maintained.

  • Deliver regular safety and security trainings for all staff, including guards, drivers, and field workers.

  • Conduct security briefings and onboarding sessions for all newly recruited staff and international visitors.

  • Organize simulation drills and rehearsals for emergency scenarios, including evacuation and lockdown procedures.

  • Develop staff awareness on conflict sensitivity, personal safety, and community engagement.

  • Serve as the main focal point for security-related communication with INSO, UN agencies, government officials, and security working groups.

  • Maintain professional networks with relevant actors (police, military, NGOs) to gather timely and reliable security information.

  • Ensure that security advisories, alerts, and guidelines are shared with all staff using appropriate and secure communication channels (e.g., SMS alerts, WhatsApp groups, emails).

  • Oversee the physical security of ASLO offices, guesthouses, and warehouses, including:

    • Access control procedures

    • Security guards and rosters

    • CCTV, lighting, and alarm systems

    • Emergency supplies and first aid equipment

  • Monitor and inspect checkposts, entry control points (ECPs), guard towers, and perimeter defenses regularly.

  • Ensure all safety equipment is well-maintained, functional, and accessible.

  • Recruit, train, and supervise the performance of the security team including provincial focal points, guards, and drivers.

  • Develop duty rosters, shift rotations, and handover protocols to ensure continuous and reliable coverage.

  • Conduct regular performance evaluations and provide coaching and mentoring to security personnel.

  • Ensure accountability, professionalism, and discipline among security team members.

  • Ensure compliance with local laws, donor requirements, and international humanitarian security standards.

  • Maintain updated security files, SOPs, contact lists, maps, incident logs, and mission tracking systems.

  • Support audits and reviews by providing all relevant documentation and security records as required.

Job Requirements:

Qualifications and Requirements:

  • Bachelor’s degree in Security Management, Military Science, Criminal Justice, Risk Management, or related field.

  • Master’s degree is an asset.

  • Minimum 5 years of progressive experience in security management, preferably with NGOs, INGOs, or international agencies.

  • Proven experience managing security in conflict-sensitive or high-risk environments.

  • Experience working on security for infrastructure or construction projects (USAID, UNOPS, USACE) is desirable.

  • Prior military, police, or intelligence background is an advantage.

Skills and Competencies:

  • Strong understanding of Afghan security context, especially in remote or insecure areas.

  • Ability to analyze risks, make informed decisions, and act with discretion under pressure.

  • Proficient in Microsoft Office (Word, Excel, PowerPoint); familiarity with security tools (GPS, radios, VHF, satellite phones).

  • Excellent written and verbal communication skills in English, Dari, and Pashto.

  • Strong leadership, interpersonal, and conflict-resolution skills.

  • High level of integrity, confidentiality, and ethical judgment.

  • Physically fit and willing to work long hours in the field.
