The Senior Procurement Officer is responsible for planning, sourcing, negotiating, and procuring goods, materials, machinery, spare parts, and services required for the Company's road construction, mining, and infrastructure projects. The incumbent will ensure timely procurement of high-quality products at competitive prices while maintaining compliance with company policies and industry standards.
The role requires extensive knowledge of heavy construction machinery, mining equipment, road construction materials, mechanical spare parts, and international procurement procedures. The successful candidate must be capable of identifying equipment specifications, evaluating suppliers, negotiating contracts, and ensuring uninterrupted supply for project operations.
Key Responsibilities
Procurement Planning
- Develop and implement procurement plans based on project requirements.
- Coordinate with project managers, engineering teams, workshop supervisors, and site managers to identify procurement needs.
- Prepare monthly project-specific procurement schedules.
Procurement Operations
- Source local and international suppliers for construction materials, heavy machinery equipment and spare parts.
- Obtain quotations, prepare comparative analyses, and negotiate competitive prices and delivery schedules.
- Issue Purchase Orders (POs) and monitor the procurement process until final delivery.
- Ensure timely procurement to avoid delays in construction and mining operations.
Technical Procurement
- Demonstrate strong technical knowledge of road construction and mining equipment, including specifications, capacities, applications, and spare parts.

- Procure genuine spare parts, filters, hydraulic components, engines, transmissions, undercarriage components, cutting edges, buckets, tires, lubricants, and consumables.
Supplier Management
- Identify, evaluate, and maintain a reliable supplier database.
- Build strategic relationships with manufacturers, dealers, and distributors.
- Conduct supplier performance evaluations.
- Resolve supplier disputes professionally and efficiently.
Contract Management
- Prepare procurement contracts and purchase agreements.
- Ensure compliance with agreed specifications, quality standards, warranties, and delivery timelines.
- Monitor contract execution and supplier performance.
Inventory Coordination
- Coordinate with warehouse personnel to maintain optimum inventory levels.
- Monitor critical spare parts and consumables.
- Minimize stock shortages and excess inventory.
Compliance
- Ensure procurement activities comply with company procurement policies.
- Maintain complete procurement documentation and audit trails.
- Ensure transparency, fairness, and accountability throughout the procurement process.
Cost Control
- Identify opportunities for cost savings through strategic sourcing and supplier negotiations.
- Monitor market trends and pricing for construction materials and equipment.
- Prepare procurement cost analyses and reports for management.
Reporting
- Prepare weekly and monthly procurement reports.
- Report procurement status, supplier performance, pending orders, and budget utilization.
Other Duties
- Visit suppliers, workshops, construction sites, and mining operations when required.
- Perform any additional procurement-related duties assigned by management.
