Job Summary

Scope of Work

Oversee and manage the company's administrative, financial, and human resources operations to ensure compliance, efficiency, and accountability.

Coordinate budgeting, payroll, procurement, and staff performance management systems across all departments. Ensure the implementation of HR policies, compliance with legal regulations, and strategic workforce planning aligned with organizational goals.

Responsibilities

1. Finance

  • Maintain accurate and up-to-date financial records for all company projects and operations.
  • Prepare timely monthly, quarterly, and annual financial reports for management, investors, and regulatory authorities.
  • Monitor project and operational budgets to ensure expenditures strictly align with approved allocations.
  • Process payments, receipts, and payroll in full compliance with Afghan laws and applicable client requirements.
  • Ensure the accurate calculation and deduction of all taxes in accordance with government policies and regulations.
  • Support budget preparation, financial proposal development, and donor or client financial reporting as required.
  • Coordinate and facilitate internal and external financial audits with transparency and readiness.
  • Maintain a secure filing system for all financial documents, ensuring proper backups and data protection.
  • Strengthen the financial knowledge and skills of field and administrative staff through targeted capacity-building initiatives.

2. Administration

  • Ensure the smooth day-to-day operation of the office, including asset management, facility oversight, and logistics coordination.
  • Maintain office infrastructure, supplies, contracts, and support services to ensure operational efficiency.
  • Develop and implement administrative systems, policies, and procedures in accordance with company standards.

3. Human Resources

  • Maintain employee records and contracts in accordance with the company's HR policies.
  • Maintain daily attendance records for all employees.
  • Maintain a proper documentation system in accordance with Head Office requirements.
  • Prepare the monthly payroll and coordinate closely with the Head Office to ensure the timely submission of payroll documentation.
  • Disburse employee salaries on a monthly basis.
  • Maintain accurate records of employee bonuses in personnel files.

4. Other Duties

  • Perform any other duties assigned by the Site Manager that are within the scope of the Finance, Administration, and HR Officer position.

Job Requirements

  • Computer proficiency, particularly in Microsoft Office applications.
  • Fluency in English, Dari, and Pashto (both written and spoken).
  • Strong interpersonal and communication skills.
  • Ability to work effectively as a team player with strong problem-solving skills.
  • Honest, proactive, and well-mannered.
  • Afghan nationals only.
