Job Summary

  1. Support and conduct food distributions at FDPs in accordance with WFP and project procedures.
  2. Register, verify, and update beneficiary information, ensuring accurate and complete records.
  3. Verify commodities received at FDPs against waybills and report any shortages, damages, or discrepancies.
  4. Ensure eligible beneficiaries, including Pregnant and Lactating Women (PLWs), receive their correct entitlements.
  5. Maintain accurate beneficiary lists, tally sheets, distribution registers, and other required records.
  6. Support proper organization of FDPs, including crowd control, beneficiary flow, and use of ropes, banners, and other materials.
  7. Ensure all required distribution materials and equipment are available and properly used.
  8. Obtain beneficiary signatures or fingerprints as confirmation of receipt of assistance.
  9. Prepare and submit daily, weekly, and monthly distribution and field activity reports.
  10. Conduct community meetings and explain project objectives, beneficiary selection criteria, and distribution procedures.
  11. Conduct household and community-level surveys and needs assessments using online and offline tools such as Kobo Collect and ODK Collect.
  12. Travel to target districts and villages and support the identification and selection of eligible and vulnerable households.
  13. Distribute tokens, ID cards, vouchers, or other beneficiary identification materials as required.
  14. Conduct SCOPE registration, including household data entry, biometric registration, and beneficiary photography.
  15. Operate SCOPE tablets, biometric devices, barcode scanners, and other registration equipment accurately and responsibly.
  16. Support beneficiary verification at FDPs using SCOPE cards, QR codes, and biometric verification.
  17. Verify beneficiary identity and supporting documents and report cases of duplication, inconsistency, or ineligibility.
  18. Support the printing and distribution of SCOPE cards or QR codes for newly registered beneficiaries.
  19. Maintain confidentiality and protect beneficiary information and registration data at all times.
  20. Ensure SCOPE equipment, tablets, biometric kits, power banks, and related materials are properly maintained, charged, and securely stored.
  21. Support data correction and beneficiary information updates in accordance with WFP and WASSA procedures.
  22. Identify and provide appropriate support or referral for vulnerable beneficiaries, including elderly persons and persons with disabilities.
  23. Coordinate with supervisors, field teams, CFAC members, community leaders, and complaint and feedback staff.
  24. Maintain positive relationships with local authorities and community representatives and support transparent project implementation.
  25. Complete and maintain required documents related to daily laborers, offloading staff, and distribution activities.
  26. Participate in SCOPE and other relevant trainings, briefings, and simulation exercises.
  27. Maintain proper filing and handover of registration forms, backup data, equipment, and other project documents.
  28. Report registration, distribution, and operational challenges promptly to the supervisor or SCOPE Focal Point.
  29. Perform other relevant duties assigned by the Supervisor or Project Manager.

Job Requirements

  • Bachelor's degree or higher in a relevant field.
  • Minimum 3 years of relevant professional experience; experience in data collection, surveys, needs assessments, or field implementation is preferred.
  • At least 2 years of experience in data collection, surveys, assessments, or humanitarian field activities.
  • Previous experience with WFP projects, food distribution, and SCOPE is an advantage.
  • Experience with Kobo Collect, ODK Collect, or similar digital data collection tools.
  • Good computer skills, particularly Microsoft Office.
  • Good communication, interpersonal, and community engagement skills.
  • Good understanding of community dynamics and ability to build positive relationships with community members.
  • Fluency in Dari and Pashto, with good reading and writing skills; working knowledge of English.
  • Ability and willingness to travel to different districts and remote field locations.
  • Ability to work in difficult terrain and harsh field conditions for extended periods.
  • Ability to work effectively under pressure and meet deadlines.
  • High level of flexibility, adaptability, teamwork, and commitment to humanitarian principles.
