Job Summary

1.       Support and conduct Cash-Based Transfer (CBT) activities at Distribution Points (DPs), and other designated locations in accordance with WFP and WASSA procedures.

2.       Register, verify, and update beneficiary information and ensure that all beneficiary records are accurate, complete, and properly maintained.

3.       Conduct beneficiary assessments, household surveys, needs assessments, and vulnerability assessments using approved paper-based and digital tools.

4.       Conduct household and community-level data collection using ODK Collect, and other approved digital data collection platforms.

5.       Support the identification and selection of eligible and vulnerable households in coordination with supervisors, CFAC members, community representatives, and relevant stakeholders.

6.       Conduct SCOPE registration, including household data entry, biometric registration, beneficiary photography, and other required registration procedures.

7.       Operate SCOPE tablets, biometric devices, barcode scanners, QR-code readers, and other registration and verification equipment accurately and responsibly.

8.       Verify beneficiary identity at CBT distribution points using SCOPE cards, identification documents, and other approved verification methods.

9.       Ensure that eligible beneficiaries receive the correct CBT entitlement in accordance with approved beneficiary lists and project guidelines.

10.    Identify and report duplicate registrations, discrepancies, incorrect information, ineligible beneficiaries, and other registration or verification issues to the Supervisor or SCOPE Focal Point.

11.    Support the preparation, printing, distribution, and replacement of SCOPE cards, vouchers, or other beneficiary identification materials as required.

12.    Maintain accurate beneficiary lists, assessment forms, registration records, verification records, distribution registers, and other project documentation.

13.    Support the organization of CBT distribution sites, including beneficiary flow, crowd management, queuing arrangements, and the proper use of ropes, banners, signs, and other materials.

14.    Assist beneficiaries with the CBT distribution and verification process and provide clear information regarding entitlement, distribution procedures, and available assistance.

15.    Support vulnerable beneficiaries, including elderly persons, persons with disabilities, women-headed households, and other individuals requiring additional assistance, and facilitate appropriate referrals when necessary.

16.    Conduct community meetings and awareness sessions to explain project objectives, beneficiary selection criteria, CBT procedures, entitlements, verification requirements, and complaint and feedback mechanisms.

17.    Maintain confidentiality and ensure the protection of beneficiary personal information, biometric data, photographs, and other sensitive registration information.

18.    Ensure SCOPE tablets, biometric kits, power banks, chargers, SIM cards, and other equipment are properly maintained, charged, safely transported, and securely stored.

19.    Support data cleaning, correction, and updating of beneficiary records in accordance with WFP and WASSA procedures and authorized instructions.

20.    Maintain proper backup and secure handover of registration data, assessment forms, beneficiary records, and other project documents.

21.    Coordinate closely with the District Supervisor, SCOPE Focal Point, Team Leader, Help Desk staff, CFAC members, community leaders, and other field staff to ensure smooth CBT implementation.

22.    Support the Help Desk and complaint and feedback mechanisms by guiding beneficiaries and referring complaints, inquiries, and sensitive cases through the appropriate channels.

23.    Maintain positive and professional relationships with beneficiaries, community representatives, local authorities, and other stakeholders while ensuring transparent and impartial implementation.

24.    Complete and maintain required documentation related to daily laborers, distribution activities, beneficiary verification, assessments, and field operations.

25.    Prepare and submit accurate daily, weekly, and monthly reports on registration, assessments, beneficiary verification, CBT distribution, and field activities.

26.    Report operational, technical, security, registration, SCOPE, and beneficiary-related challenges promptly to the immediate supervisor or SCOPE Focal Point.

27.    Participate in SCOPE, CBT, data collection, PSEA, AAP/CFM, protection, safeguarding, and other relevant trainings, briefings, and simulation exercises.

28.    Travel regularly to target districts, villages, CDCs, FDPs, and remote locations in Herat and Badghis provinces as required by the project.

29.    Ensure compliance with WFP and WASSA policies, procedures, humanitarian principles, accountability standards, protection principles, and code of conduct.

30.    Perform any other relevant duties assigned by the Supervisor, SCOPE Focal Point, Team Leader, or Project Manager.

Job Requirements

·         Bachelor’s degree or higher in a relevant field such as Social Sciences, Economics, Statistics, Development Studies, Information Management, Computer Science, Public Administration, or other related disciplines.

·         Minimum 2–3 years of relevant professional experience in humanitarian assistance, CBT, beneficiary registration, data collection, assessments, surveys, or field implementation.

·         Previous experience with WFP projects, Cash-Based Transfers, SCOPE, food assistance, beneficiary registration, or distribution activities is highly desirable.

·         Practical experience in beneficiary assessment, household surveys, needs assessments, vulnerability assessments, and community-level data collection.

·         Demonstrated experience using SCOPE, Kobo Collect, ODK Collect, or similar digital data collection and registration platforms.

·         Good knowledge of biometric registration, beneficiary verification, QR codes, SCOPE cards, and digital beneficiary management systems is an advantage.

·         Good computer skills, particularly Microsoft Excel, Word, and other MS Office applications.

·         Strong numerical and data-entry skills with a high level of accuracy and attention to detail.

·         Good communication, interpersonal, facilitation, and community engagement skills.

·         Ability to communicate effectively and respectfully with beneficiaries from different backgrounds.

·         Good understanding of local community structures, dynamics, and humanitarian field operations.

·         Fluency in Dari and Pashto, with good reading and writing skills; working knowledge of English is desirable.

·         Ability and willingness to travel extensively to different districts, villages, CDCs, FDPs, and remote field locations in Herat and Badghis.

·         Ability to work in difficult terrain, remote locations, and harsh field conditions for extended periods.

·         Ability to work effectively under pressure, manage large beneficiary caseloads, and meet strict deadlines.

·         High level of integrity, confidentiality, accuracy, flexibility, adaptability, teamwork, and commitment to humanitarian principles.

·         Ability to work impartially and professionally with beneficiaries, community representatives, local authorities, and project stakeholders.
