About the Company

Union Aid (UA) is a non-governmental, non-profit, non-political humanitarian and development organization established by Dr. Toryalay Nassery (an Afghan scholar) in July 1979 in Peshawar, Pakistan. It was formed in response to the influx of refugees from Afghanistan and was the first/pioneer organization to serve the Afghan refugees in Pakistan. Union Aid implemented its activities mainly in refugee camps that later became villages, which was one of the biggest refugee camps in the world at that time.

UA initiated its activities in Afghanistan in the 1981 and gradually expanded its services all over Afghanistan.

UA started its activities with two doctors and two paramedical staff that gradually expanded to various programs, including:

Health Care & Nutrition: Establishment and management of hospitals and clinics, maternal and child health services, nutrition programs, family planning, as well as full sponsorship and specialized treatment of patients in European countries including Germany, Spain and Italy.

Food Security: Distribution of food items throughout the country.

Education: Literacy initiatives, school management, scholarships for students, and teacher training programs.

Livelihoods & Vocational Skills: Technical training, handicraft production, and employment generation activities to strengthen self-reliance.

WASH & Shelter: Provision of clean drinking water, sanitation facilities, hygiene promotion, and emergency shelters.

Emergency Response: Life-saving interventions including food and non-food distributions, winter relief packages, and rapid health responses during crises.

Agriculture & Environment: Tree plantation and afforestation initiatives to support sustainability and environmental resilience.

Protection: Women empowerment projects, orphanage centers, and demining project.

Cash Assistance: Continuous financial support for needy families and internally displaced persons (IDPs).

Job Summary

Job Overview:

A Financial Advisor is responsible for providing financial guidance and support to the organization's management and stakeholders. They help in managing and optimizing the financial resources, ensuring compliance with regulations, and promoting financial sustainability. or project office in Mazar city, Balkh province if and when required.

The Financial Advisor is responsible for providing financial guidance, budget planning, financial analysis, and strategic recommendations to support the organization’s financial sustainability and compliance. The role ensures effective financial management, donor compliance, and sound internal controls. The Financial Advisor is responsible for preparing and sharing a monthly budget-versus-actual expenditure analysis for each project with the program team. This analysis will be presented and discussed with Union Aid management and relevant program staff on a monthly basis to support effective financial monitoring and decision-making.

Key Responsibilities:

Financial Planning and Budgeting:

  1. Collaborate with the organization leadership to develop and monitor annual budgets,
  2. Provide input on financial strategies and long-term financial planning,
  3. Ensure that financial planning aligns with the organization's mission and goals,
  4. • Provide financial planning and advisory support to management.
    • Prepare and review annual budgets, forecasts, and financial projections.
    • Monitor project expenditures and ensure budget compliance.
    • Analyze financial data and provide recommendations for cost efficiency.
    • Support preparation of donor financial reports and audits.
    • Ensure compliance with organizational financial policies and donor regulations.
    • Conduct financial risk assessments and recommend mitigation measures.
    • Assist in developing and improving financial systems and controls.
    • Coordinate with finance, procurement, logistics, and program departments.
    • Provide financial training and capacity building to staff where required.
  5. Support Union Aid and project teams in the preparation and development of budgets for new projects, including providing financial input and budgetary support for proposals, concept notes, and funding applications. Prepare and provide monthly budget-versus-actual expenditure reports to the program team and present the findings to Union Aid management and project staff on a regular monthly basis to support effective financial monitoring and decision-making,
  6. Provide financial data, budget analyses, and expenditure reports to support the preparation of interim, semi-annual, annual, final, and other donor-required reports, ensuring accuracy, compliance, and timely submission, supporting the program in the submission of MoE report and MoE registration in the online portal.

Financial Reporting:

  1. To management for internal and external stakeholders,
  2. Monitor and analyze financial data to identify trends, opportunities, and areas for improvement,
  3. Maintain transparency in financial reporting to donors, board members, and government agencies.

Compliance and Regulatory Affairs:

  1. Stay updated on financial regulations, tax laws, and reporting requirements.
  2. Ensure the organization complies with all financial and legal obligations.
  3. Facilitate external audits and liaise with auditors during the audit process.

Financial Management:

  1. Oversee day-to-day financial operations, including accounts payable, accounts receivable, and payroll.
  2. Make recommendations for improving financial processes and cost efficiency.
  3. Develop and implement internal financial controls and policies.

Grant and Donor Management:

  1. Track and manage grants and donor funds to ensure they are used as intended.
  2. Demonstrating the impact of their contributions.

Risk Management:

  1. Identify and assess financial risks, and develop strategies to mitigate them.
  2. Ensure that the NGO maintains adequate insurance coverage of staff subject to availability of budget.

Capacity Building:

  1. On financial matters and best practices.
  2. Build the financial capacity of the organization to enhance financial sustainability.

Fundraising Support:

  1. Collaborate with the fundraising team to develop financial proposals for potential donors and grant applications.

Skills and Competencies

• Financial analysis and budgeting skills.
• Knowledge of donor compliance and audit requirements.
• Strong organizational and problem-solving abilities.
• Ability to work under pressure and meet deadlines.
• Proficiency in Microsoft Excel and financial reporting tools.

Job Requirements

Master's degree in finance, accounting, or a related field,

10 years’ experience in financial management, preferably in Local or International NGOs,

Strong knowledge of financial regulations and reporting standards for NGOs,

Excellent analytical, communication, and problem-solving skills,

Flexible in working days and hours.
