About the Company
Youth’s Assembly for Afghanistan Rehabilitation Organization (YAAR) is a national non-governmental organization working in Health, Nutrition, WASH, Education, Community Development, Livelihoods, Women Empowerment, Child Protection, Emergency Response, and Construction sectors throughout Afghanistan.
To strengthen organizational sustainability and growth, YAAR is establishing a Programme Development Department responsible for resource mobilization, fundraising, donor engagement, strategic partnerships, opportunity identification, concept note development, proposal writing, and business development.
The Programme Development and Fundraising Manager will lead the department and coordinate all resource mobilization efforts to expand YAAR's portfolio and secure funding from national and international donors.
Job Summary
Job Purpose
The Programme Development and Fundraising Manager is responsible for identifying funding opportunities, developing high-quality concept notes and proposals, building strategic partnerships, maintaining donor relationships, coordinating fundraising initiatives, and supporting the expansion of YAAR's programs across all thematic sectors.
Key Responsibilities
A. Resource Mobilization and Fundraising
- Develop and implement YAAR's annual fundraising and resource mobilization strategy.
- Identify and pursue funding opportunities from bilateral, multilateral, UN agencies, international NGOs, foundations, private sector entities, and humanitarian donors.
- Maintain an updated funding opportunity tracking system.
- Conduct donor mapping and analysis.
- Develop strategic approaches for donor engagement and diversification.
- Support senior management in fundraising meetings and donor negotiations.
B. Proposal and Concept Note Development
- Lead the development of high-quality concept notes, proposals, expressions of interest (EOIs), grant applications, and business development documents.
- Coordinate proposal development processes across departments.
- Ensure proposals meet donor requirements and submission deadlines.
- Facilitate proposal design workshops and brainstorming sessions.
- Review and edit technical narratives, budgets, log frames, work plans, and supporting documents.
- Ensure consistency, quality, compliance, and competitiveness of all submissions.
C. Opportunity Identification and Market Intelligence
- Monitor donor portals, procurement systems, funding platforms, and tender announcements daily.
- Track opportunities from UN agencies, international donors, embassies, foundations, and consortium partners.
- Share funding opportunities with senior management and technical departments.
- Analyze donor trends, priorities, and funding strategies.
- Maintain a database of funding opportunities and donor contacts.
D. Partnerships and Networking
- Establish and maintain strategic partnerships with NGOs, INGOs, UN agencies, government institutions, and academic institutions.
- Represent YAAR in coordination forums, networking events, donor meetings, and conferences.
- Explore consortium and partnership opportunities.
- Negotiate partnership arrangements for joint proposals.
E. Programme Design and Development
- Coordinate needs assessments and situation analyses to support programme development.
- Work closely with technical departments to design innovative and evidence-based interventions.
- Support development of theories of change, logical frameworks, and results frameworks.
- Ensure program designs align with donor priorities and community needs.
F. Knowledge Management and Institutional Development
- Establish and maintain a proposal library and donor database.
- Develop standard proposal templates, concept note formats, capability statements, organizational profiles, and fundraising tools.
- Maintain updated organizational information required for donor submissions.
- Develop and update sector-specific organizational capacity statements.
G. Team Management and Capacity Building
- Lead and supervise programme development staff.
- Provide coaching and mentoring on proposal writing and fundraising.
- Organize internal training on donor compliance and proposal development.
- Promote collaboration among technical, finance, M&E, and operations teams.
H. Reporting
- Prepare monthly, quarterly, and annual reports on fundraising performance and proposal pipeline status.
- Present fundraising updates and strategic recommendations to senior management.
- Track proposal success rates and lessons learned.
Expected Deliverables
- The Programme Development and Fundraising Manager shall:
- Develop and maintain a comprehensive fundraising strategy.

- Produce quality concept notes and proposals.

Job Requirements
Required Qualifications
Education
Master's Degree in one of the following fields:
- Public Health
- International Development
- Business Administration
- Project Management
- Economics
- Social Sciences
- Development Studies
- Related disciplines
Experience
- Minimum 5 years of progressively responsible experience in proposal development, grants management, fundraising, business development, or programme development.
- Proven experience in developing successful proposals for institutional donors.
- Experience working with national or international NGOs.
- Demonstrated track record of securing donor funding.
