About the Project:

Upon successful approval of the project proposal by UNDP, REHA Organization will proceed with the implementation of the Community-based Climate-Responsive Livelihoods and Forestry (CCLF) Project in Keshm District of Badakhshan Province. The project is designed to strengthen the resilience of rural communities to climate change through an integrated package of community mobilization, climate-responsive planning, resilient livelihoods, small-scale infrastructure, and restoration of natural resources, forestry and rangeland ecosystems. Afghanistan remains highly vulnerable to droughts, flash floods, soil erosion, watershed degradation, declining vegetation cover and reduced agricultural productivity. The CCLF implementation phase will support climate-resilient livelihoods, community infrastructure, forestry and rangeland management, with strong attention to community engagement, gender inclusion, social and environmental safeguards, monitoring, documentation and coordination with relevant stakeholders in Keshm District of Badakhshan Province.

Job Summary

Upon successful approval of the project proposal by UNDP, the GIS and Environmental Specialist will provide technical support for GIS mapping, spatial analysis, environmental screening, site verification and climate-risk-informed planning under the CCLF project in Keshm District of Badakhshan Province. The position will ensure that environmental and spatial data support quality implementation, safeguards compliance and evidence-based decision-making.

Key Responsibilities:

1.       GIS Mapping and Spatial Analysis

·       Prepare GIS maps, spatial datasets and location-based analysis for project planning, implementation and monitoring.

·       Collect, verify and manage GPS data related to livelihood, forestry, rangeland, infrastructure and restoration sites.

·       Support vulnerability mapping, site prioritization and visualization of community-level intervention areas.

2.       Environmental Screening and Safeguards

·       Conduct environmental screening and support assessment of potential environmental risks linked to project interventions.

·       Provide technical input for site selection, environmental mitigation measures and safeguard compliance.

·       Ensure project activities consider watershed conditions, erosion risks, vegetation cover, land use and local environmental sensitivities.

3.       Technical Documentation and Data Management

·       Maintain GIS databases, maps, GPS records, field evidence and environmental documentation in an organized manner.

·       Support development of technical maps, environmental inputs and annexes for project reports and implementation packages.

·       Coordinate with M&E, forestry, livelihoods and infrastructure teams to integrate spatial evidence into planning and reporting.

4.       Field Coordination and Capacity Support

·       Conduct field visits to verify site information, environmental conditions and geospatial data accuracy.

·       Provide technical guidance to field teams on GPS data collection, map use and environmental observations.

·       Coordinate with local stakeholders and technical teams to support accurate and context-specific site selection.

Key Deliverables:

·       GIS maps and spatial analysis products prepared for project planning and reporting.

·       GPS data, site information and environmental evidence collected and maintained.

·       Environmental screening and site selection inputs provided for approved interventions.

·       Technical maps and environmental annexes prepared for reports and implementation packages.

·       Field teams supported on GPS data collection and environmental observations.

Job Requirements

·       Minimum bachelor’s degree in GIS, Environmental Science or a related discipline.

·       Minimum 5 years of relevant experience in GIS mapping, spatial analysis and environmental assessment.

·       Experience in environmental screening, site selection, vulnerability mapping and field data collection.

·       Strong knowledge of GPS tools, GIS software, mapping, database management and spatial reporting.

·       Understanding of climate change, natural resource management, forestry, watershed and rural environmental issues.

·       Good coordination, documentation and analytical skills.

·       Fluency in Pashto and Dari is required; proficiency in oral and written English is required.
