About the Project:

Upon successful approval of the project proposal by UNDP, REHA Organization will proceed with the implementation of the Community-based Climate-Responsive Livelihoods and Forestry (CCLF) Project in Keshm District of Badakhshan Province. The project is designed to strengthen the resilience of rural communities to climate change through an integrated package of community mobilization, climate-responsive planning, resilient livelihoods, small-scale infrastructure, and restoration of natural resources, forestry and rangeland ecosystems. Afghanistan remains highly vulnerable to droughts, flash floods, soil erosion, watershed degradation, declining vegetation cover and reduced agricultural productivity. The CCLF implementation phase will support climate-resilient livelihoods, community infrastructure, forestry and rangeland management, with strong attention to community engagement, gender inclusion, social and environmental safeguards, monitoring, documentation and coordination with relevant stakeholders in Keshm District of Badakhshan Province.

Job Summary

Position Summary:

Upon successful approval of the project proposal by UNDP, the Project Manager will provide overall leadership, coordination, planning, implementation oversight, reporting and quality assurance for the CCLF project in Keshm District of Badakhshan Province. The position will ensure that project activities are delivered on time, in line with REHA procedures, donor requirements, community priorities, safeguards and gender inclusion commitments.

Key Responsibilities:

1.       Project Leadership and Management

·       Lead overall planning, implementation and supervision of CCLF project activities at field and coordination levels.

·       Manage project workplans, budgets, staffing, deliverables, timelines and operational requirements in close coordination with REHA senior management.

·       Ensure project implementation is aligned with approved plans, donor requirements, safeguard standards and community priorities.

2.       Coordination and Stakeholder Engagement

·       Coordinate with local authorities, community structures, technical teams, regional teams, partners and other relevant stakeholders.

·       Represent REHA in project coordination meetings, technical discussions and field-level engagement forums.

·       Maintain strong communication with multidisciplinary teams and ensure effective collaboration across technical, finance, admin, M&E and field staff.

3.       Quality Assurance, Safeguards and Inclusion

·       Ensure technical quality, gender inclusion, community participation, accountability and conflict-sensitive implementation across project activities.

·       Oversee risk identification and mitigation in fragile and complex operating environments.

·       Support application of social and environmental safeguards and ensure timely corrective actions where required.

4.       Reporting, Documentation and Team Supervision

·       Review and submit project progress reports, technical updates, success stories and donor-required documentation.

·       Supervise project staff, provide guidance and monitor staff performance against agreed responsibilities.

·       Ensure proper documentation of achievements, challenges, lessons learned and evidence generated through project implementation.

Key Deliverables:

·       Project workplans, implementation schedules and coordination plans developed and followed.

·       Project activities delivered on time and in line with approved standards and procedures.

·       Regular progress reports, technical updates and donor-required documentation submitted.

·       Multidisciplinary project team coordinated and supervised effectively.

·       Safeguards, gender inclusion, accountability and risk management measures monitored and applied.

Job Requirements

·       Master’s or bachelor’s degree in Forestry, Rural Development, Environmental Science, Engineering, Management or a related field.

·       Minimum 5-7 years of project management experience in rural development, forestry, climate resilience, livelihoods or integrated programs.

·       Experience implementing donor-funded, UN or similar development projects in Afghanistan.

·       Familiarity with local socio-political context, fragile environments and field implementation challenges in Afghanistan.

·       Proven experience leading multidisciplinary teams and ensuring gender inclusion and community participation.

·       Strong coordination, reporting, planning, budgeting and management skills.

·       Fluency in Pashto and Dari is required; proficiency in oral and written English is required.
