Job Summary

The Procurement Officer is responsible for planning, managing, and overseeing all procurement activities to ensure the timely, cost-effective, transparent, and compliant acquisition of goods, services, and works. The position ensures that procurement processes follow organizational policies, donor requirements, and applicable regulations.

2. Key Responsibilities and Duties

Develop and implement procurement plans in coordination with relevant departments.

Manage the complete procurement cycle, including requisition review, sourcing, bidding, evaluation, contracting, and delivery follow-up.

Prepare and review procurement documents, including Requests for Quotations (RFQs), Requests for Proposals (RFPs), tender documents, and purchase orders.

Identify, evaluate, and maintain relationships with suppliers and service providers.

Conduct market research and supplier assessments to ensure competitive pricing and quality standards.

Lead procurement committees and ensure transparent and fair evaluation processes.

Negotiate contracts, prices, terms, and conditions with suppliers.

Ensure compliance with procurement policies, procedures, and applicable laws.

Monitor supplier performance and resolve procurement-related issues.

Maintain accurate procurement records, databases, and documentation for audit purposes.

Coordinate with finance, logistics, and program teams to ensure timely delivery of goods and services.

Monitor procurement budgets and provide regular procurement reports to management.

Manage and mentor procurement staff and provide technical guidance.

Identify opportunities for cost savings and process improvements.

Ensure ethical procurement practices and prevent conflicts of interest.

Job Requirements

Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance,LLB or a related field.

Proven experience in procurement management or a similar role.

Strong knowledge of procurement procedures, contract management, and supplier relations.

Experience with competitive bidding and procurement documentation.

Strong negotiation, analytical, and problem-solving skills.

Ability to work under pressure and manage multiple priorities.

Good computer skills, including proficiency in Microsoft Office and procurement systems.

Strong communication skills in English (additional languages are an advantage).
