About the Company

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We work in crises across more than 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC takes this very seriously and we have procedures in place to reduce known risks, but will never be able to take away all risks.

NRC is an equal opportunities employer and aims to have staffing diversity in terms of age, gender, ethnicity, nationality and physical ability.

Job Summary

Purposed of the Job:

The Protection from Violence (PfV) Officer is responsible for the direct implementation of PfV activities at the field level, while supporting the PfV Team Leader in the day-to-day coordination, supervision and quality monitoring of activities, in alignment with the PfV Country Strategy 2027–2030 and its strategic pillars. The PfV Officer delivers protection services and community-based activities in accordance with NRC policies, technical standards and Standard Operating Procedures (SOPs), provides practical guidance to PfV Assistants and community-based workers, and supports activity planning, data quality, reporting and follow-up on implementation challenges. The position contributes to protection risk identification, safe referrals, meaningful community participation and accountability to affected populations. Each male PfV Officer should be coupled with one female PfV Assistant.

  4. Demonstrate understanding, respect, and application of Protection Principles, Do No Harm principle, Protection Mainstreaming, and NRC’s Diversity, Equity, and Inclusion Statement in daily work.

  5. Prepare and submit timely and accurate activity reports, implementation updates and relevant protection observations to the PfV Team Leader, supporting the monitoring of progress, challenges and required follow-up actions.

  6. Implement robust document management procedures to ensure proper filing and adherence to data protection and confidentiality protocols.

  7. Ensure that the Protection from Violence services are accessible to project participants and the overall affected population in project target areas.

  8. Identify, document and report protection risks, emerging trends, needs and response gaps observed during field implementation, ensuring timely and safe communication of relevant findings to the PfV Team Leader.

  9. Support routine implementation monitoring, quality checks and verification of activity documentation and data, ensuring that identified gaps are addressed or escalated to the PfV Team Leader.

Specific Responsibilities:

Protection Coordination, Implementation and Quality Assurance

  • Directly implement PfV activities at field level in accordance with approved workplans, targets, technical standards and relevant SOPs.

  • Conduct regular case follow-up, monitor progress against agreed case plans, review changing protection risks and undertake case closure in accordance with established procedures and required timelines.

  • Identify urgent and high-risk cases, take appropriate immediate actions within delegated responsibilities and promptly escalate cases requiring supervisory guidance or decisions to the PfV Team Leader in accordance with the PCM SOP.

  • Participate in case discussions, supervision sessions and case reviews, seeking guidance on complex cases and implementing agreed recommendations.

  • Support the implementation and follow-up of approved individual protection assistance, including cash and in-kind assistance where applicable, in accordance with established procedures and authorisation requirements.

  • Facilitate safe and confidential referrals to relevant internal and external service providers, maintain updated service mapping information and follow up on referrals as appropriate.

  • Maintain accurate, complete and timely case documentation and database records, ensuring confidentiality, informed consent, data protection and compliance with information-sharing protocols.

Thought Leadership & Influence

  • Directly conduct protection monitoring, assessments and other information-gathering activities using approved methodologies and tools, ensuring the timely, accurate and safe collection, verification and documentation of information on protection risks, emerging trends, barriers to accessing rights and services, and response gaps.

  • Support the review and consolidation of field-level protection information, identifying relevant patterns and observations for further analysis by the PfV Team Leader and Coordinator.

  • Contribute field observations, case-related trends and community perspectives to protection analysis, programme adaptation and advocacy inputs, ensuring confidentiality and safe information sharing.

  • Support PfV Assistants and community-based workers in applying approved data collection tools and identifying information quality gaps, escalating sensitive or urgent protection concerns through established procedures.
