About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description:

  • Identify and mobilize communities for project activities.
  • Conduct Poverty Probability Index (PPI) and household surveys to assess community vulnerability.
  • Establish Community-Based Natural Resource Management (CBNRM) institutions, FMAs, and RMAs in coordination with PAIL.
  • Develop resource inventories, identify problems, and set goals and objectives.
  • Define and manage CBNRM zones and develop management plans.
  • Support capacity-building initiatives in land degradation, biodiversity, NRM, SLM, and SFM.
  • Oversee construction of Kandas and rangeland management initiatives.
  • Guide NRM Assistants and Social Organizers in project implementation.
  • Collect data and prepare monthly reports.
  • Coordinate with partners, provincial departments, and community authorities.
  • Perform any other tasks assigned by the Project Manager.

Job Requirements:

Bachelor’s degree in Agriculture, Natural Resource Management (NRM), or a related field.

Minimum 4 years of experience in NRM-related projects (5 years preferred).

GIS proficiency.

Strong understanding of rangeland management and conservation techniques.

Excellent coordination and community engagement skills.

Experience in data collection and analysis
