Job Summary

Job Summary

Team for Security Services (TM4) is seeking a highly qualified and experienced Programme Manager (PM) to lead the delivery of a large-scale and high-profile security services contract in Afghanistan.

The successful candidate will serve as the primary point of contact with the Client and will be responsible for providing strategic leadership, contract management, operational oversight, and stakeholder engagement to ensure successful contract implementation and performance.

This position requires a senior professional with extensive experience managing large and complex contracts in high-risk environments. The ideal candidate will possess exceptional leadership, communication, and client management skills, with a strong emphasis on strategic planning, governance, and contract performance management.

Key Responsibilities

  • Serve as the primary liaison and point of contact for Client Security Representatives on a 24/7 basis.
  • Represent TM4 at all client locations within Afghanistan where international armed security personnel are deployed.
  • Provide strategic leadership and oversight for all contractual and operational activities.
  • Ensure full compliance with contractual obligations, company policies, and applicable laws and regulations.
  • Establish and maintain strong working relationships with client representatives and key stakeholders.
  • Oversee personnel performance, conduct, welfare, discipline, and professional standards.
  • Manage workforce planning, staffing requirements, deployment schedules, and succession planning.
  • Ensure the availability and operational readiness of personnel, equipment, and resources.
  • Lead and support training, mentoring, and professional development initiatives.
  • Monitor contract performance, identify operational risks, and implement effective mitigation measures.
  • Prepare and deliver reports, briefings, and performance updates to clients and senior management.
  • Coordinate with internal departments to ensure seamless and efficient contract delivery.
  • Support business continuity planning, crisis management, and emergency response activities.

Job Requirements

Required Qualifications and Experience

  • Bachelor's Degree from a recognized university.
  • Degree in Military Studies, Police Sciences, Security Management, International Relations, Business Administration, or a related field is preferred.
  • Military or Police background with a minimum rank of Non-Commissioned Officer (NCO); commissioned officer experience is highly desirable.
  • Minimum five (5) years of experience in a Programme Manager, Project Manager, Operations Manager, Country Manager, or equivalent senior leadership position.
  • Minimum three (3) years of experience working in high-risk or conflict-affected environments.
  • Proven experience managing large-scale security, defense, logistics, or support service contracts.
  • Demonstrated expertise in contract management and client relationship management.
  • Strong leadership, strategic planning, analytical, and decision-making skills.
  • Excellent communication, negotiation, and interpersonal skills.
  • Fluency in written and spoken English is required.
  • Strong computer skills, including proficiency in Microsoft Office applications.

Preferred Qualifications

  • Former Military Officer, Senior Police Officer, Country Manager, Operations Director, or Programme Director.
  • Experience managing international security contracts.
  • Experience working with diplomatic missions, international organizations, government agencies, or multinational clients.
  • Relevant professional certifications in Project Management, Security Management, Leadership, or related disciplines.
