Introduction
Razi Social Development Organization (RSDO) is a national, non-governmental organization established on 11 April 2008 and officially registered with the Ministry of Economy of Afghanistan. Headquartered in Herat, RSDO has expanded its operational footprint across the western region, with sub-offices in Ghor, Badghis, and Farah provinces. The organization delivers inclusive and community-driven social development and humanitarian services to vulnerable and marginalized populations in remote and underserved areas.

Organizational Background
RSDO’s foundation dates back to 2002, when its initial activities were launched under the name Abu Hanifeh Orphan High School. The initiative focused on supporting orphaned children affected by prolonged conflict, enabling them to access education and rebuild their futures.

With financial support from the Embassy of Japan, a dedicated school facility was constructed to serve orphan students. The organization further expanded its scope with the support of HELP Germany, gradually transitioning into a multi-sectoral development and humanitarian actor. Through sustained commitment, institutional growth, and strategic partnerships, RSDO has evolved into a well-established organization, currently employing over 350 staff and operating across the western provinces of Afghanistan.

RSDO is committed to delivering principled, needs-based humanitarian assistance to vulnerable households across western Afghanistan. The organization works in close partnership with United Nations agencies and international donors to ensure effective, accountable, and impact-driven interventions.

Job Summary

1.     Role and responsibilities

The purpose of a Procurement and Logistics Officer is to support the Procurement and Logistics Department in the suitable performance of its delegated tasks. 

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

 

1.      Ensure adherence to RSDO policies, manuals, guidelines, and donor requirements

2.      Assist with the implementation of the support function portfolio according to action plan

3.      Prepare and develop status reports as required by the supervisor

4.      Ensure proper follow-up and implementation of the RSDO’s procurement manual and Warehouse and asset Management policies.  

5.      Promote and share ideas for improvement of the Procurement and logistic function

6.      Ensure the Best Value for Money while doing his/her duties as a Procurement and logistics officer.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of program intervention. This section shall be revised whenever the context changes significantly.

 

  1. Prepare the required procurement documents, and review the process of Simple Procurement, Request for Quotation, and Tender (Bidding) procedures in line with RSDO procurement and logistics policies, procedures, and processes.
  2. Develop Monthly procurement plan in accordance with the project work plan and report the procurement progress report.
  3. Follow up on the delegated tasks to the Procurement and logistics department staff and provide support
  4. Provide support to develop Technical Specifications, Terms of Reference (TOR), Scope of work, RFQ/Tender instructions, and Contracts/Purchase orders for Supply, Service, and Work-Based Contracts.

5.        Receive RFQs and tender Dossier and support with the issuing orders in accordance with the specifications and instructions required.

  1. Provide support in recording all details for RFQs/ITB & tenders, contracts, purchase requisitions, and purchase orders in a purchasing database and Filing system.
  2. Support with the administrative, technical, and financial evaluation process of RFQ/ITB and Tender Procedures of acceptable bids; provide support with the award Validation /recommendations for suppliers and service providers.

8.      Support the line manager in the Negotiation process with the suppliers and service providers.

  1. Support and follow up RSDO on the receipt of required Goods, Services, and Work-based Contracts in a timely and accurate manner.
  2. Ensure the delivery of procured products/services to the relevant parties
  3. Support with periodic market research and stay abreast on new products, equipment, and services emerging in the market and Provide Market Analysis reports for the supplies, services, and work as required
  4. Support with the updating of the database on active contracts, reports on status, and expenditures.
  5. Responsible for creating and maintaining the procurement tracker for all procurements.
  6. Responsible for submission of the supply chain reports to the procurement and Logistics Manager.
  7. Support the procurement and logistics department with accurate and proper asset management and supervise the warehouse/asset officer in a proper record of all RSDO’s asset in the RSDO main office and provincial sub-offices.
  8. Responsible for keeping track of all supplies received and dispatched through the warehouse tracker and for keeping documentation for these movements intact, including the Distribution list of Goods and Services from beneficiaries for distributed goods/kits.
  9. Assist and accommodate the implementation team in all of the logistics support needed.

18.   Be responsible for delegated tasks by of procurement and logistics Manager

To undertake any other tasks assigned by the direct Supervisor.

Job Requirements

Required Qualifications

Education:
• Bachelor’s degree in Economics, Accounting, Business Administration, or related field.
• Master’s degree or professional certification preferred.

Experience:
• Minimum 3–5 years of relevant Supply chain, Procurement & Logistic experience.
• Experience working with INGOs, NGOs, UN agencies, or donor-funded projects and donor regulation preferred.
 
Technical Skills
