Job Summary

Background

ARM Consulting is a research and management consulting firm engaged in monitoring, evaluation, health research, and data collection assignments across Afghanistan. It works with humanitarian and development partners to generate reliable field data that supports evidence-based decision-making and strengthens health programs.

To support this effort, ARM Consulting seeks to recruit Medical Survey Field Enumerators in Faryab, Helmand, Kunar, Zabul, and Nangarhar Provinces to collect high-quality health and medical survey data in accordance with established survey protocols, ethical standards, and research guidelines.

Purpose of the Assignment

Medical Survey Field Enumerators will support health assessment and medical survey activities in Faryab, Helmand, Kunar, Zabul, and Nangarhar Provinces by collecting accurate, reliable, and timely health-related data from households, health facilities, or targeted populations.

Key Responsibilities

Medical Survey Field Enumerators will perform the following tasks:

  • Conduct field visits and collect medical and health survey data using digital data collection tools (such as KoboToolbox, ODK, or similar platforms).

  • Identify and locate selected households, health facilities, or respondents based on the approved sampling framework.

  • Clearly explain the purpose of the medical survey to respondents and obtain informed consent before conducting interviews.

  • Administer structured health questionnaires accurately and professionally in accordance with survey protocols.

  • Maintain respectful, culturally appropriate, and confidential communication with respondents and community members.

  • Ensure all collected data is accurate, complete, and submitted within the required timeframe.

  • Review completed questionnaires before submission to minimize errors, inconsistencies, or missing information.

  • Report any inconsistencies, technical issues, or field challenges encountered during data collection to supervisors promptly.

  • Maintain strict confidentiality of all respondent information and comply with data protection requirements.

  • Ensure participation is voluntary and that respondents understand their rights throughout the survey process.

  • Follow medical research ethics, humanitarian principles, and protection standards during all field activities.

  • Coordinate closely with provincial supervisors and ARM Consulting project staff regarding daily field activities and progress.

  • Participate in enumerator training and pilot testing prior to field deployment.

  • Provide daily updates on survey progress, completed interviews, and operational challenges encountered during fieldwork.

Job Requirements

Please ONLY apply if you meet the following requirements:

  • Bachelor’s degree or relevant qualification in one of the following fields:

    • Medical Doctor

    • Nursing

    • Midwifery

    • Nutrition

  • At least three years of experience in the humanitarian or development sector in Afghanistan, with a focus on medical/health data collection, nutrition assessments, health surveys, or monitoring and evaluation (M&E).

  • Fluency in spoken and written English.

  • Ability to use digital data collection tools such as KoboToolbox, Open Data Kit (ODK), SurveyCTO, or similar platforms.

  • Ability to conduct high-quality health assessments, maintain data quality, and prepare accurate medical survey and monitoring reports.

  • Experience in conducting household health surveys, anthropometric measurements, or biological sample collection is preferred.
