Education

Job Summary

Job Purpose

The Provincial Hospital Supervisor is responsible for overseeing the implementation and quality of hospital services under the EPHS project at Badakhshan Provincial Hospital. The position ensures compliance with the Ministry of Public Health (MoPH) EPHS standards, donor requirements, and organizational policies. The Provincial Hospital Supervisor provides technical supervision, monitors service delivery, strengthens hospital performance, supports quality improvement initiatives, and coordinates closely with hospital management, provincial health authorities, and project teams to ensure efficient and high-quality healthcare services.

Key Responsibilities

  • Provide overall technical supervision and monitoring of EPHS implementation at Badakhshan Provincial Hospital.
  • Conduct regular supportive supervision visits to all hospital departments and assess compliance with MoPH EPHS standards.
  • Monitor the quality, efficiency, and accessibility of healthcare services.
  • Support the Hospital Director and department heads in improving hospital performance and service delivery.
  • Ensure implementation of quality improvement initiatives and monitor progress against agreed action plans.
  • Monitor key hospital performance indicators and recommend corrective actions where necessary.
  • Coordinate with clinical and non-clinical departments to improve service integration and patient care.
  • Support implementation of infection prevention and control (IPC) standards throughout the hospital.
  • Monitor patient flow, referral systems, and continuity of care.
  • Ensure compliance with national clinical guidelines, standard operating procedures, and hospital protocols.
  • Conduct routine assessments of clinical services, nursing care, pharmacy, laboratory, radiology, emergency services, and other hospital departments.
  • Review hospital reports and verify the accuracy of service delivery data in collaboration with the HMIS team.
  • Support mortality reviews, clinical audits, and quality assurance activities.
  • Identify gaps in service delivery and develop improvement plans with hospital management.
  • Mentor and coach department heads and technical staff to strengthen their capacity.
  • Coordinate supportive supervision with Provincial Public Health Directorate (PPHD) and MoPH representatives.
  • Participate in donor monitoring visits, external assessments, and project evaluations.
  • Monitor implementation of recommendations from internal and external supervision missions.
  • Prepare comprehensive supervision reports and submit timely recommendations to the Health Coordinator and Project Manager.
  • Support emergency preparedness and response activities within the hospital.
  • Ensure compliance with safeguarding, medical ethics, patient confidentiality, and organizational policies. 

Job Requirements

  • Medical Doctor (MD) degree. A specialization in Public Health, Hospital Management, Internal Medicine, Surgery, or a related discipline is preferred.
  • A Master's degree in Public Health (MPH), Health Management, or a related field is an added advantage. 
  • At least 3 years of experience working with EPHS/BPHS projects and public hospitals or NGOs.
  • Experience conducting supportive supervision, quality assurance, and hospital performance monitoring.
  • Experience coordinating with the Ministry of Public Health and development partners is highly desirable.

Required Skills

  • Strong knowledge of the Afghanistan EPHS package, MoPH policies, and national clinical guidelines.
  • Excellent understanding of hospital management systems and healthcare quality standards.
  • Strong leadership, supervision, and mentoring skills.
  • Excellent analytical, monitoring, evaluation, and problem-solving abilities.
  • Strong report writing and presentation skills.
  • Excellent communication, coordination, and interpersonal skills.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Ability to interpret and use HMIS data for decision-making.
  • Ability to work under pressure and manage multiple priorities.
