ABOUT THE PROJECT
Humanitarian Assistance Society (HAS) is recruiting for the UNDP-supported REVIVE-II Output 3 assignment in Paktya and Ghazni. The project supports participatory early-recovery planning, social cohesion, community-based psychosocial support (PSS), PSEA awareness, local capacity building and inclusive community oversight.
POSITION PURPOSE
Lead the community engagement and social cohesion component of REVIVE-II Output 3, using inclusive consultations, participatory planning and representative local structures to identify early-recovery needs and build cooperation among host communities, returnees and internally displaced persons.
KEY RESPONSIBILITIES
1. Organize entry meetings and sensitization with local authorities, elders, religious leaders and community representatives; explain the project scope and selection principles.
2. Lead participatory community mapping to identify community needs and excluded populations, including women, youth, returnees, IDPs and persons with disabilities.
3. Facilitate inclusive community dialogues, neighbourhood recovery planning and discussions that support peaceful coexistence and shared priorities.
4. Organize local coordination platforms to identify and prioritize early-recovery and community infrastructure needs transparently.
5. Form, support and strengthen representative Community Engagement and Oversight Committees (CEOCs), with attention to inclusion, accountability and conflict sensitivity.
6. Support CEOCs to document community priorities and oversee fair selection, cash-for-work/livelihood-related community processes and monitoring where relevant.
7. Plan and facilitate stakeholder dialogues and assist with capacity-building sessions for local officials, elders and CEOC members.
8. Work closely with Female Social Mobilizer–Mahram teams so women’s priorities are gathered through safe, locally appropriate consultations and reflected in committee plans.
9. Coordinate with the PSS/PSEA Specialist to include psychosocial-support awareness, safeguarding information and safe referral messages without disclosing sensitive cases.
10. Explain the available grievance and community feedback channels; refer community concerns using agreed, confidential project processes.
11. Keep accurate attendance records, meeting minutes, mapping outputs, recovery-priority plans and district-level activity reports.
12. Support monitoring visits, verification, qualitative learning and documentation of results, emerging tensions and corrective actions.
