Job Description:
Key Areas of Responsibility
1. Technical Leadership & Quality Assurance
· Provide technical leadership and oversight to health and nutrition programs, ensuring compliance with national guidelines, MoPH policies, donor requirements, and international standards.
· Ensure the implementation of clinical protocols, SOPs, referral pathways, and infection prevention and control (IPC) measures.
· Support project planning, implementation, monitoring, and quality assurance to ensure project objectives, targets, and deliverables are achieved.
· Oversee the timely identification and procurement of medicines, medical equipment, and other project resources to ensure uninterrupted service delivery.
· Review and approve technical requisitions in coordination with project management, ensuring compliance with project plans and available budgets.
· Support the Project Director in technical planning, proposal development, and human resource management.
· Ensure technical teams deliver high-quality services in accordance with the project scope and approved work plans.
2. Program Coordination and Implementation
· Coordinate the planning, implementation, and monitoring of health and nutrition programs in collaboration with relevant departments.
· Ensure program activities are implemented in accordance with approved project documents, donor requirements, operational plans, and budgets.
· Strengthen technical coordination and collaboration with the MoPH, donors, UN agencies, Health and Nutrition Clusters, and other stakeholders.
· Represent the organization in technical meetings and coordination forums as delegated by the director of Health Services or senior management.
· Foster effective partnerships and provide technical support to ensure quality program implementation and achievement of project objectives.
· Provide on-the-job coaching, mentoring, and technical support to health and nutrition staff through regular field visits and supportive supervision.
· Facilitate and support staff participation in relevant trainings, workshops, and technical forums to strengthen technical competencies and program quality.
3. Proposal Development & Budget Management
· Identify funding opportunities and contribute to the development of concept notes, expressions of interest (EOIs), proposals, and project amendments.
· Lead and provide technical inputs for proposal development, including situation analysis, project objectives, methodologies, implementation approaches, work plans, indicators, and expected results.
· Develop and review logical frameworks, monitoring plans, staffing plans, and technical annexes in coordination with relevant departments.
· Support the preparation of project budgets, budget narratives, and resource allocation plans, ensuring alignment between proposed activities, objectives, and available resources.
· Ensure project activities are implemented within approved budgets and in compliance with donor requirements and organizational financial procedures.
· Review budget utilization, procurement plans, and resource need to ensure efficient and cost-effective program implementation.
· Identify technical and resource gaps and provide recommendations for budget adjustments and corrective actions.
· Coordinate with program, finance, MEAL, and technical teams to ensure consistency between technical proposals, implementation plans, and financial requirements.
· Support the preparation of donor reports, budget revisions, and project modifications when required
4. Monitoring, Evaluation, Accountability, Learning (MEAL), Reporting & Documentation
· Ensure timely collection, compilation, review, and submission of monthly narrative, HMIS, and technical reports from all departments.
· Support the Project managers in preparing reports for donors, MoPH, and other relevant stakeholders.
· Oversee monitoring, evaluation, and quality assurance of health and nutrition programs in line with organizational, donor, and national standards.
· Participate in the design, implementation, and analysis of baseline surveys, assessments, and external evaluations.
· Provide technical guidance, coaching, and feedback to health and nutrition teams and ensure follow-up on identified gaps.
· Document best practices, lessons learned, and successful approaches from project implementation.
· Promote evidence-based decision-making and continuous improvement of health and nutrition services.
