Afghanistan Social and Legal Organization (ASLO) is an Afghan non-governmental, non-political, non-profit, and non-partisan organization with full legal entity status in Afghanistan. The organization was informally established in 2012 and officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013 under Registration Number (2852) through the NGOs Department of the Ministry of Economy in Kabul, Afghanistan.

Since its establishment, ASLO has remained committed to supporting vulnerable and underserved communities across Afghanistan through humanitarian assistance, sustainable development initiatives, education, healthcare, livelihoods support, legal aid, and community empowerment programs.

Job Summary

Position Purpose

Support ASLO's institutional growth by identifying, developing, formalizing and maintaining high-quality partnerships with donors, UN agencies, international and national NGOs, government counterparts, private-sector actors, networks and consortia. The position ensures systematic partner engagement, accurate records, timely follow-up and full coordination with programme, fundraising, grants, compliance and senior-management functions.

Key Duties and Responsibilities

      Maintain and regularly update ASLO's partnership strategy, stakeholder mapping, engagement calendar and partner pipeline in coordination with senior management.

      Research and identify prospective donors, UN agencies, international and national NGOs, consortium leads, networks, foundations and private-sector partners aligned with ASLO's strategic priorities.

      Prepare tailored organizational introductions, expressions of interest, capability statements, partnership briefs, meeting packs and follow-up correspondence.

      Coordinate introductory meetings, partner visits, due-diligence processes, capacity assessments and institutional presentations, and maintain a clear action tracker for all agreed next steps.

      Draft, review and coordinate memoranda of understanding, teaming agreements, consortium arrangements, letters of collaboration and other partnership instruments with relevant technical, finance, legal and compliance colleagues.

      Ensure proposed partnership commitments, roles, budgets, information-sharing terms, visibility requirements and decision-making arrangements are clearly documented and internally approved before signature.

      Maintain a secure and accurate partnership database containing contact details, meeting records, correspondence, due-diligence documents, agreements, action points, opportunities and relationship status.

      Coordinate timely organizational responses to partner requests for profiles, policies, audit reports, project portfolios, registration records, references and other institutional documents.

      Support proposal and concept-note development by coordinating partner inputs, geographic coverage, institutional capacity information, past-performance evidence and consortium documentation.

      Monitor partnership commitments and agreement milestones, promptly flag delays or risks and follow up with responsible ASLO departments and external partners.

      Support partner capacity assessments and jointly agreed capacity-strengthening plans while promoting equitable, locally led and accountable partnership practices.

      Represent ASLO professionally in authorized coordination meetings, networking events, donor consultations and partnership forums, and prepare concise meeting notes and recommendations.

      Work closely with Programme, Finance, Grants, MEAL, Communications, HR, Procurement, Safeguarding and Compliance teams to ensure partner information is accurate and consistent.

      Protect confidential partner and organizational information and conduct appropriate conflict-of-interest, integrity and compliance checks through authorized ASLO processes.

      Prepare weekly updates, monthly partnership reports and management dashboards covering outreach, meetings, opportunities, agreements, pending actions, risks and results.

      Perform other relevant partnership and resource-mobilization duties assigned by ASLO management within the scope of the position.

Job Requirements

Required Qualifications and Experience

Education: Bachelor's degree in International Relations, Development Studies, Business Administration, Public Administration, Communications, Social Sciences or another relevant field from a recognized university. A master's degree or relevant professional certification is an advantage.

Experience: Minimum five years of progressively responsible professional experience in partnership development and management with national or international NGOs, UN agencies, donors, development partners or humanitarian consortia. Demonstrated experience preparing partnership documents, coordinating due diligence and maintaining institutional relationships is required.

Required Competencies

      Strong understanding of NGO, UN, donor and consortium partnership processes in Afghanistan's humanitarian and development context.

      Excellent relationship management, diplomacy, negotiation, coordination, presentation and professional correspondence skills.

      Demonstrated ability to draft MoUs, partnership briefs, expressions of interest, meeting minutes and institutional reports.

      Strong organizational ability, attention to detail, discretion and capacity to manage several deadlines and relationships simultaneously.

      Good knowledge of due diligence, compliance, safeguarding, localization, accountability and ethical partnership principles.

      Advanced proficiency in MS Word, Excel, PowerPoint, email and digital document-management systems; experience with partnership databases is an advantage.

      Excellent written and spoken English and fluency in Dari and/or Pashto are required.

      High-quality and timely partnership communications, meeting packs and institutional submissions.

      Complete due-diligence files, agreements, meeting records and action trackers.

      Measurable progress in strategic outreach, relationship development, consortium engagement and partnership formalization.

      Accurate weekly updates and monthly partnership performance reports for management decision-making.

Compliance and Conduct

      Comply with ASLO policies, approved project requirements, lawful instructions and assigned authority levels.

      Maintain professional integrity, confidentiality, impartiality and respectful conduct in all interactions.

      Immediately report safeguarding, PSEA, fraud, corruption, conflict-of-interest, safety or serious compliance concerns through established channels.

      Protect project information and records and use ASLO property only for authorized purposes.
