Afghanistan Social and Legal Organization (ASLO) – Organizational Profile

Afghanistan Social and Legal Organization (ASLO) is an Afghan non-governmental, non-political, non-profit, and non-partisan organization with full legal entity status in Afghanistan. The organization was informally established in 2012 and officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013 under Registration Number (2852) through the NGOs Department of the Ministry of Economy in Kabul, Afghanistan.

Since its establishment, ASLO has remained committed to supporting vulnerable and underserved communities across Afghanistan through humanitarian assistance, sustainable development initiatives, education, healthcare, livelihoods support, legal aid, and community empowerment programs.

In addition, ASLO integrates key cross-cutting priorities throughout all interventions, including gender mainstreaming, protection, child safeguarding, disability inclusion, environmental protection and climate resilience, accountability to affected populations, research and evidence-based programming, and infrastructure development.

Position Purpose

Provide full-time site supervision and independent quality control across assigned districts and project sites in Kunduz Province. The position ensures that materials and workmanship comply with approved drawings, BoQs, technical specifications, applicable standards and approved method statements.

Key Duties and Responsibilities

•      Maintain a daily presence at assigned construction sites according to the approved deployment and monitoring plan.

•      Review drawings, BoQs, technical specifications, method statements and inspection and test plans before each activity starts.

•      Inspect setting-out, excavation, foundations, masonry, reinforced concrete, roofing, finishes, water and sanitation components, electrical works and other relevant activities.

•      Check material sources, samples, certificates and test results; reject or quarantine materials that do not meet approved requirements.

•      Witness and document required field and laboratory tests, including concrete, aggregates, soil, masonry units and other materials as applicable.

•      Verify reinforcement size, spacing, cover, formwork, dimensions, levels and embedded items before concrete placement; ensure hold points are formally released.

•      Issue written observations and non-conformance reports for defective or unauthorized work; track corrective actions through verified closure.

•      Maintain daily site diaries, weather records, labour and equipment information, inspection requests, test registers, photo records and progress measurements.

•      Measure completed works jointly with relevant parties and support verification of interim and final payment quantities without assuming financial approval authority.

•      Monitor contractor compliance with approved work plans, sequencing, safety requirements, environmental and social measures and site housekeeping.

•      Immediately report serious quality, safety, safeguard, fraud or integrity concerns through the appropriate ASLO channel.

•      Support technical meetings, progress reviews, snagging, practical completion, defect correction, final inspection and handover.

•      Review as-built drawings, material records, warranties, operation information and other close-out documents for accuracy and completeness.

•      Prepare concise daily, weekly and monthly quality-control reports for the Construction Project Manager.

Required Qualifications and Experience

Education: Bachelor's degree in Civil Engineering, Architecture or a closely related field from a recognized university.

Experience: Minimum four years of relevant experience in construction supervision and quality control, preferably for schools, public buildings or community infrastructure.

Required Competencies

•      Sound knowledge of construction materials, workmanship standards, inspection procedures and testing requirements.

•      Ability to read architectural and structural drawings, BoQs, specifications and bar-bending schedules.

•      Competence in quantity measurement, site documentation, technical reporting and photographic evidence.

•      Working knowledge of AutoCAD, MS Office and digital data-collection tools is desirable.

•      Strong integrity, attention to detail and willingness to challenge non-compliant work professionally.

•      Fluency in Dari and/or Pashto; working English is an advantage; willingness to travel throughout relevant Kunduz districts is essential.

Key Deliverables and Performance Expectations

•      Complete inspection, test, material-approval and non-conformance records.

•      Accurate site diaries, quantity measurements and progress evidence.

•      Timely detection and correction of quality deficiencies.

•      Verified snag lists, as-built records and handover documentation.

Compliance and Conduct

•      Comply with ASLO policies, approved project requirements, lawful instructions and assigned authority levels.

•      Maintain professional integrity, confidentiality, impartiality and respectful conduct in all interactions.

•      Immediately report safeguarding, PSEA, fraud, corruption, conflict-of-interest, safety or serious compliance concerns through established channels.

•      Protect project information and records and use ASLO property only for authorized purposes.
