About the Company

The Kabul Historic Gardens Trust (KHGT) is a national, non-governmental, non-profit organization established in 2019 following the renaming of the former Bagh-e Babur Trust (BBT). KHGT is responsible for the day-to-day management and operation of three historic public gardens in Kabul City: Bagh-e Babur, Chihilsitoon Garden, and the Timur Shah Mausoleum. The organization is registered with the Ministry of Economy of the Islamic Emirate of Afghanistan under registration number 1113. The KHGT consists of a Board and a garden management team for the respective gardens.

The Aga Khan Cultural Services Afghanistan (AKCS-A) provides technical assistance to KHGT.

Job Summary

The Finance Manager reports directly to the General Finance Director (if applicable), the Garden Manager, and, when required, to the Executive Director/President of the Organization.

The incumbent shall ensure that all financial activities of the Organization are carried out in accordance with accepted accounting principles, transparency, accountability, and internal control standards, and shall take all necessary measures to prevent fraud, control expenditures, financial misconduct, misuse of funds, and violations of financial procedures.

  

1.       Financial Management, Planning and Budgeting

·         Manage all financial affairs of the Organization, including financial planning and budgeting for the gardens.

·         Demonstrate the highest standards of integrity and ensure the prevention of any misappropriation, misuse, or loss of revenue by himself/herself or any other employee without exception.

·         Monitor and ensure the accurate and timely collection of revenues and arrange for the transfer of revenues to the Organization’s bank accounts.

·         Administer and supervise the withdrawal of funds from bank accounts in accordance with approved procedures and operational requirements.

·         Prepare various financial reports through the daily recording and monitoring of revenues and expenditures in the financial system.

·         Calculate, process, and facilitate the payment of salaries and other employee entitlements.

·         Closely supervise subordinate financial staff, including ticket sellers, cash custodians, and other relevant personnel.

·         Monitor cash book records and forecast monthly financial requirements (Purchase Requests/PRs) of the Organization in coordination with management.

·         Provide financial advice and recommendations to the President of the Organization and Garden Managers to support effective decision-making.

·         Participate in management meetings and present financial analyses regarding revenues, expenditures, and the overall financial status of the Organization.

 

2.       Internal Control, Audit and Risk Management

·         Conduct internal reviews of revenue generation, revenue growth opportunities, expenditure management, and cost-saving measures.

·         Design, implement, and monitor internal control systems to safeguard the Organization’s assets and financial resources.

·         Identify, assess, and manage potential financial risks and recommend appropriate mitigation measures.

·         Ensure compliance with the principle of segregation of duties among financial staff and prevent conflicts or overlaps of responsibilities.

·         Investigate potential cases of financial misconduct, fraud, abuse, or irregularities and promptly report such matters to the relevant authorities.

 

3.       Budget Monitoring and Compliance

·         Prepare and continuously monitor budget implementation, expenditure control, and budget variance analysis.

·         Recommend corrective actions in cases of unusual over-expenditure or under-expenditure against approved budgets.

 

4.       Coordination with Stakeholders

·         Coordinate with donors and external stakeholders, where applicable.

·         Liaise with banks, tax authorities, internal and external auditors, and other relevant institutions on financial matters.

·         Perform any other finance-related duties that may reasonably fall within the scope of the position and are not specifically mentioned above.

Job Requirements

  • Bachelor’s degree in finance, Accounting, Business Administration, Economics, or another related field.
  • A minimum of two (2) years of professional experience in finance and accounting.
  • Strong knowledge of financial policies, procedures, accounting principles, and financial management practices.
  • Fluency in Dari, Pashto, and English (both written and spoken).
  • Excellent proficiency in Microsoft Office applications, particularly Microsoft Excel, and accounting software.
  • Strong financial analysis, budgeting, and forecasting skills.
  • Effective staff management skills and the ability to coordinate with other managers, particularly regarding their financial requirements.
  • Strong time-management and prioritization skills.
  • High level of accuracy, integrity, accountability, and commitment to transparency in financial operations.
  • Ability to prepare and present financial and accounting reports to relevant stakeholders.
