About Union Aid:
Union Aid (UA) was established by a group of Afghan philanthropists and social activists in July 1979 in Peshawar, Pakistan. Union Aid was serving Afghan Refugees and host communities living in/around refugee camps through various projects in three main sectors; health, education and skill development. UA has been providing basic health services through hospitals, Basic Health Units (BHUs), labor rooms, provision of prosthetic limbs and first aid trainings. UA facilitated Afghan Refugees in education sector through providing formal basic and higher education, skill development programs for men and women, literacy centers and scholarships.

Job Summery
We are seeking a highly qualified and experienced Monitoring & Evaluation (M&E) Officer with a MD degree (Medical Doctor) and 5 years of experience, or a Master’s degree with 3 years of experience. The ideal candidate will have a strong background in health systems, monitoring, and evaluation, with experience in conducting regular visits to health facilities and field sites in Kabul as well as other provinces. The M&E Officer will be responsible for designing, implementing, and managing M&E systems to ensure the effectiveness and impact of health programs. The role requires strong analytical, leadership, and communication skills to drive data-driven decision-making and improve health outcomes.
Key Responsibilities:

- Design and implement robust M&E frameworks, systems, and tools for health programs.
- Ensure alignment of M&E activities with organizational goals, donor requirements, and national health policies.
- Develop and update M&E plans, indicators, and data collection methodologies specific to health programs.
- Oversee data collection, analysis, and reporting processes to ensure accuracy and reliability.
- Use statistical software and tools (e.g., SPSS, STATA, Excel, etc.) to analyze health data and generate insights.
- Prepare high-quality reports, dashboards, and visualizations for organization and internal/external stakeholders.
- Conduct regular and comprehensive visits to health facilities and field sites to monitor program implementation, assess progress, and identify challenges.
- Provide technical support to health facility staff on data collection, reporting, and M&E best practices.
- Ensure that health facilities comply with M&E requirements and standards.
- Conduct baseline, mid-term, and end-line evaluations to measure the impact of health programs.
- Analyze health data to identify trends, gaps, and areas for improvement.
- Provide evidence-based recommendations for program improvement.
- Train and mentor health facility staff and technical staff on M&E concepts, tools, and best practices.
- Build the capacity of health team members to collect, analyze, and use health data effectively.
- Ensure timely submission of high-quality reports to line manager, donors and stakeholders.
- Maintain compliance with organizational, donor, and national health M&E requirements.
- Track and report on key performance indicators, and health/non-health programs outcomes.
- Supervise and lead the M&E team, ensuring effective collaboration and performance.
- Coordinate with health program teams, partners, and stakeholders to integrate M&E into program planning and implementation.
- Represent the organization in M&E-related forums and meetings.

Qualifications and Experience:
Education:
- Medical Doctor (MD) degree with 5 years of experience in monitoring and evaluation, preferably in the health sector.
- OR Master’s degree in Public Health, Health Systems Management, Monitoring & Evaluation, or a related field with 3 years of experience.
Experience:
- Minimum of 3-5 years of progressive experience in monitoring and evaluation, preferably in the health sector.
- Proven experience in designing and managing M&E systems for health programs.
- Strong experience in quantitative and qualitative data analysis and reporting.
- Experience with donor-funded health projects and familiarity with donor reporting requirements.
- Experience conducting regular visits to health facilities and field sites.
- Experience in BPHS & EPHS and well-versed in using DHIS2 tools for data management and reporting.
Skills and Competencies:
- Strong analytical and problem-solving skills.
- Proficiency in M&E software and tools (e.g., SPSS, STATA, NVivo, KOBO, DHIS2, etc.).
- Excellent written and verbal communication skills.
- Strong leadership and team management abilities.
