About Ministry of Finance:

Introduction

The Office of Deputy Minister for Policy at the Ministry of Finance is a key institution in the Government of the Islamic Republic of Afghanistan responsible for developing, analyzing and reporting on current and prospective development policies and plans in Afghanistan. More specifically, the Policy Department works closely with all the line ministries and independent directorates to monitor the progress of the Afghanistan National Peace and Development Framework (ANPDF), National Priority Programs (NPPs), and commitments under the Self-reliance through Mutual Accountability Framework (SMAF). The Department is tasked to work as the general secretariat to all development councils and liaise with all the line ministries for coordinating the implementation of these plans, reforms and commitments.

The Development Councils will have high-level and technical meetings on a regular basis.  Ministers will be members of the respective Development Councils at the high-level while the technical-level will be attended by Deputy Ministers.  Development Councils will also oversee the preparation of NPPs and will be responsible for ensuring that the NPPs overcome implementation obstacles and are delivering results.

To provide organizational support and continuity for the Councils, the Policy Department at the  Ministry of Finance will serve as the general secretariat to all of the development councils. The secretariat will submit monthly reports to the Cabinet on the working of each council. The Secretariat is headed by the Deputy Minister for Policy, who is supported by a number of senior specialists that can be attached to each council to provide technical expertise, where needed, and to help improve alignment between the Council activities and the national budget.

Job Description:

Background

  • The Construction and Infrastructure Development Council Secretariat performs the following tasks:
  • Analyzing the National Infrastructure Plan (NIP)
  • Prioritizing the list of projects that are outlined in the NIP and presenting to the Council
  • Providing technical support to the Council
  • Identifying the challenges in the infrastructure sector and providing recommendations
  • Working closely with the line ministries

  • Scope of Work
  • Provide technical support to the Construction and Infrastructure Development Council Secretariat;
  • Develop a plan for institutionalizing the Council;
  • Provide support to programs and projects outlined in the National Infrastructure Plan
  • Undertake consultative missions and meet with stakeholders and development partners to determine needs, identify areas of cooperation and support and inform them regarding the Council priorities and programs;
  • Provide technical advice and guidance to enable Council Secretariat to define priority action programs and projects which will address economic and infrastructure development;
  • Collect and analyze information on infrastructure projects;
  • Coordinate the development of up-to-date thematic and country files;
  • Contribute to a dynamic process that assists Council members to think outside of the box;
  • Ensure consistency of Council concepts and planning approach among Council members by helping to identify linkages between National Infrastructure Plan objectives, and facilitating technical coordination within and across the Council.
  • Coordinate issues and priorities between the High Economic Council and the Infrastructure Development Council.

Reporting:

The technical advisor will report to Deputy Minister of Policy or his/her designee.
The technical advisor will also report and coordinate regularly to the lead of the Council at the technical level.

 

 

Job Requirements:

Qualifications

  • Excellent written and oral English and Dari or Pashtu communication skills.
  • Minimum bachelor’s degree (with 7-5 years of experience) in Engineering, Economics, Public Administration, and Master’s degree ( 5-3 years of experience).
  • Strong business and creative writing skills with a high level of attention to details.
  • Strong public speaking and interpersonal relation skills. Must be able to engage and interact with a wide spectrum of people both internally and externally.
  • Ability to work collaboratively with other ministries.
  • Strong management skills.
  • Strong time-management skills with a successful record of meeting deadlines under pressure.
  • Ability to work collaboratively with colleagues in a multi-cultural and multiethnic environment;
  • Ability to work independently with strong sense of initiative, discipline and self-motivation;
