Afghanistan Social and Legal Organization (ASLO) is an Afghan non-governmental, non-political, non-profit, and non-partisan organization with full legal entity status in Afghanistan. The organization was informally established in 2012 and officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013 under Registration Number (2852) through the NGOs Department of the Ministry of Economy in Kabul, Afghanistan.

Since its establishment, ASLO has remained committed to supporting vulnerable and underserved communities across Afghanistan through humanitarian assistance, sustainable development initiatives, education, healthcare, livelihoods support, legal aid, and community empowerment programs.

Job Summary

Position Purpose

Lead the planning, coordination, technical oversight, quality assurance, environmental and social compliance, reporting and timely completion of construction activities in Kunduz Province. The position is accountable for safe, compliant and high-quality delivery in accordance with approved designs, bills of quantities (BoQs), specifications, budgets, schedules and ASLO procedures.

Key Duties and Responsibilities

      Prepare and maintain the project implementation plan, construction schedule, staffing plan, procurement forecast, risk register and site-monitoring calendar.

      Provide overall technical and operational leadership for construction, rehabilitation and improvement works at assigned project sites.

      Review approved drawings, BoQs, technical specifications, method statements and work plans; immediately escalate inconsistencies or required variations before work proceeds.

      Coordinate with programme, finance, procurement, logistics, MEAL, safeguarding and security teams to ensure integrated and timely project delivery.

      Manage contractors, consultants and site teams; chair regular coordination meetings and track decisions, actions, delays and corrective measures.

      Ensure that site possession, mobilisation, material approvals, inspection requests, testing, interim measurements, payment recommendations, snagging and handover are properly documented.

      Verify progress against schedule, physical outputs and approved budget; develop recovery plans when performance falls behind.

      Ensure quality-control systems are implemented, including inspection and test plans, material certificates, laboratory and field tests, non-conformance reports and corrective-action closure.

      Ensure compliance with environmental and social safeguards, occupational health and safety, community safety, child safeguarding, PSEA, labour standards and grievance mechanisms.

      Maintain constructive coordination with relevant provincial and district authorities, education officials, school management, community representatives and other stakeholders.

      Review and approve technical inputs to weekly, monthly and donor reports, including progress data, photographs, challenges, risks, forecasts and action points.

      Validate quantities and completed works jointly with the QC team; ensure no work is certified without adequate evidence and required approvals.

      Manage project records, including contracts, drawings, site instructions, variation requests, meeting minutes, inspection files, correspondence and as-built documentation.

      Lead practical completion, defect correction, final inspection, asset handover and project close-out processes.

      Perform other project-related duties assigned by ASLO management within the scope of the position.

Job Requirements

Required Qualifications and Experience

Education: Bachelor's degree in Civil Engineering, Architecture or a closely related field from a recognized university. A master's degree or recognized project-management qualification is an advantage.

Experience: Minimum five years of progressively responsible experience in construction project management, preferably involving schools, public buildings or community infrastructure. At least two years in a team-lead or site-management role is strongly preferred.

Required Competencies

      Strong knowledge of building construction, rehabilitation, quantity verification, construction planning, contract administration and quality management.

      Ability to interpret architectural and structural drawings, BoQs, specifications and test results.

      Strong leadership, negotiation, problem-solving, documentation and stakeholder-management skills.

      Proficiency in MS Office and relevant planning/design software; AutoCAD and scheduling-software skills are assets.

      Professional fluency in Dari and/or Pashto; working English sufficient for reports and technical correspondence.

      Ability and willingness to travel frequently to remote project sites in Kunduz Province.

      Approved project implementation plan and regularly updated construction schedule.

      Complete, accurate and timely technical and management reports.

      Construction works delivered to approved scope, quality, cost, schedule and safeguard requirements.

      Complete handover, defect-correction and close-out documentation.

Compliance and Conduct

      Comply with ASLO policies, approved project requirements, lawful instructions and assigned authority levels.

      Maintain professional integrity, confidentiality, impartiality and respectful conduct in all interactions.

      Immediately report safeguarding, PSEA, fraud, corruption, conflict-of-interest, safety or serious compliance concerns through established channels.

      Protect project information and records and use ASLO property only for authorized purposes.
