Job Description:
Key Responsibilities:
- Assist the Project Manager in day-to-day coordination and implementation of HLP-related project activities at the field level.
- Supervise and support field teams including Case Workers and Community Mobilizers to ensure timely delivery of planned activities (e.g., awareness sessions, legal documentation support, distribution, and referrals).
- Prepare detailed weekly and monthly activity plans in coordination with the Project Manager and ensure alignment with approved workplans and Log frame indicators.
- Conduct regular field visits to monitor implementation, provide technical support to staff, and ensure compliance with project guidelines and protection principles.
- Ensure that all community engagement activities follow a do-no-harm approach and are inclusive of women, persons with disabilities, and other vulnerable groups.
- Support the quality assurance of legal aid, awareness sessions, and referral services provided to beneficiaries.
- Oversee the identification and follow-up of individual and group HLP cases, including support with referrals to legal service providers or government institutions.
- Provide guidance and ensure proper documentation of each case according to the project’s case management and data protection protocols.
- Participate in local-level coordination meetings with relevant stakeholders such as DoRR, DoE, Shuras, and community elders.
- Represent HRRAC at field-level meetings and forums as delegated by the Project Manager.
- Compile and submit weekly activity updates, field visit reports, and case follow-ups to the Project Manager.
- Contribute to the preparation of monthly, interim, and final donor reports by providing accurate data and field highlights.
- Ensure proper filing and documentation of project activities, attendance sheets, photos, and beneficiary lists in both soft and hard formats.
- Provide on-the-job coaching and guidance to Community Mobilizers and Case Workers.
- Identify staff capacity-building needs and recommend appropriate trainings or support mechanisms.
- Promote teamwork, motivation, and field-level problem-solving.
- Ensure that project implementation is aligned with AHF standards, HLP AoR guidelines, and HRRAC’s internal policies including gender, protection, accountability, and visibility requirements.
- Support risk mitigation activities in the field and promptly report any protection concerns or operational risks to the Project Manager.
- Carry out any additional tasks assigned by the Project Manager relevant to the scope of the project.
Job Requirements:
- Bachelor’s degree in Law, Social Sciences, Public Administration, or a related field.
- Minimum 4 years of experience in humanitarian or development programs, preferably in protection, HLP, or legal assistance projects.
- Strong understanding of HLP issues, community structures, and vulnerable populations (returnees, IDPs).
- Experience in team supervision, coordination with local authorities, and legal case handling is desirable.
- Good report writing and computer skills (MS Office, Activity Info).
- Fluency in Pashto and Dari; knowledge of English is an asset.
- Strong interpersonal, organizational, and problem-solving skills.
