Job Description:
Key Responsibilities:
- Design and deliver legal awareness sessions on HLP rights, civil documentation (e.g., Tazkira, birth certificates, marriage contract (Nikah Khat), inheritance, and tenants’ rights.
- Conduct tailored training workshops for beneficiaries, community elders, and relevant stakeholders on key legal topics and dispute resolution mechanisms.
- Simplify legal content into community-friendly materials and support the development of IEC (Information, Education, and Communication) materials in local languages.
- Provide one-on-one or group legal counselling to vulnerable households on how to access civil documentation or resolve property-related disputes.
- Refer complex legal cases to appropriate legal service providers or government institutions in coordination with the Case Workers and Project Officer.
- Support the legal assessment and documentation of individual HLP cases, ensuring confidentiality and adherence to legal and ethical standards.
- Conduct legal trainings and capacity-building sessions for project field staff (Case Workers, Mobilizers, Officers) on Afghan legal frameworks relevant to HLP and civil documentation.
- Provide technical support on legal issues during project planning, implementation, and reporting.
- Assist in the development of internal training modules, manuals, and legal SOPs.
- Maintain accurate records of all legal training, counselling sessions, and awareness activities.
- Contribute to donor and internal reports with field-based legal findings, challenges, and success stories.
- Ensure proper documentation of referrals, case actions, and legal materials distributed to communities.
- Adhere to HRRAC and AHF guidelines on protection, confidentiality, gender equality, and safeguarding in all legal interactions.
- Report any protection concerns or risks related to legal access or violations of rights promptly to the Project Manager.
Job Requirements:
- Bachelor’s or Master’s degree in Law, Sharia Law, or a related legal field.
- At least 4 years of experience in legal training, legal aid, or HLP-related programming in the humanitarian or development sector.
- Strong understanding of Afghan civil law, customary law, and procedures related to property rights and civil documentation.
- Experience in community training and legal counselling with vulnerable populations.
- Excellent communication, facilitation, and interpersonal skills.
- Fluent in Pashto and Dari; working knowledge of English is an advantage.
- Strong commitment to human rights, protection principles, and community empowerment.
