Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 200,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking water for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners

Job Description:

Founded in 2012, the Boyazar Girls' school is a private school located on the Boyazar village of Shakardara district of Kabul province. Around 650 students from the village and several surrounding villages attend the school. The school provides quality education to the students; and the Ministry of Education has been cooperative in many areas including teacher training programs.

Under the direction of the AFV Country Office Kabul the AFV Project Officer-Boyazar School provides leadership for the Boyazar school management, oversees the school activities, focuses on school community relation, engages with the provincial Education Directorate as the primary authority of the Ministry of Education on the provincial level, Directorate of Economy, and other national and international NGOs/coordination bodies working in the education sector in Kabul.

The AFV Project Officer-Boyazar School is an official representative of AFV in Shakardara district working with the school management, teachers, and students to improve management of the school, learning and teaching processes, and community and parents’ relations. He/she also researches and acquires new materials and resources to improve the experience of both students and teachers and monitors the implementation of school policies.

The Project Officer-Boyazar School evaluates the teachers and school management performance and organizes needed training for them. He prepares monthly progress reports (narrative and financial) in Dari/Pashto and English for the AFV office in Kabul and Germany, as well as for the provincial authorities, Ministry of Education, Directorate of Economy, and different donors.

The incumbent gathers and analyses data and engages with the Provincial Directorate of the Ministry of Economy and addresses their reporting needs on provincial level in full coordination with the AFV Kabul office and Provincial Directorate of Education. The Project Officer is also responsible for maintaining close coordination with the Directorate of Economy Kabul and participate in monthly coordination meetings of the Directorate of Economy as well as other NGO coordination bodies on district level.

Major Responsibilities:

  • Represents AFV Afghanistan on provincial and project level and reports directly to the AFV Program Coordinator.
  • Fosters strong and good relation to the project relevant stakeholders including government authorities and communities.
  • Establish and maintain an education shura comprised of community elders and other stakeholders of relevant communities served by the Roschani school administration, and parents’ committee for the school.
  • Maintain positive relationships with parents and community members through strong interpersonal skills, collegiality and teamwork.
  • Conduct monthly education shura meetings to discuss concerns, needs and challenges of the school in relevant communities.
  • Assists the school management in planning, budgeting, organizing, implementing, monitoring and evaluation of school activities.
  • Supervises the school management, teachers, the students, employees of the school and prepares accurate and detailed information on their performance.
  • Maintain proper and standard documentation of all the project activities and communication made with all the stakeholders
  • Monitors implementation of the school annual workplan and curriculum in accordance with the education rules and policies of Ministry of Education (MoE) and of the AFV in order to improve the quality of educational affairs in coordination with the school management.
  • Assists the school management in conducting procurement of school supplies.
  • Organizes and leads school management meetings and ensures coordination and a good relationship between the school and community, the provincial education authorities and the parents.
  • Prepares school periodic narrative reports both in Dari/Pashto and English according to the requirements of Ministry of Education, Ministry of Economy, and AFV donors. All reports need be shared with provincial education directorate and AFV on time.  
  • Handles written and verbal communication of the school with AFV Kabul office and provincial education directorate.
  • Organizes needed trainings for school management and teachers to boost their management and teaching capacities.
  • Coordinates school activities with AFV Kabul office, Provincial Education Directorate and relevant NGO coordination bodies operating in the province.
  • Ensures maintenance and effective use of school supplies, equipment’s and facilities.
  • Participates in coordination meetings organized by Provincial Education Directorate, local education cluster and other coordination bodies.
  • Meet the reporting requirements of Directorate of Economy in Shakardara district and timely submission of 6 month reports as required by the authorities.
  • Make sure that the school’s environment is secure, school’s assets and premises are kept secure all the time and all AFV and Ministry policies are implemented and taken care of.
  • Performs any other task assigned by the AFV Kabul and Germany offices.

Job Requirements:

  • University degree in the field of education, school or project management, social sciences – Master is preferred  
  • At least five years working experience as project officer or manager in the educational field
  • Excellent project management skills including results-based management, monitoring and reporting
  • Previous work experience with NGOs/INGOs in relevant field is an asset
  • Profound knowledge of the Afghan educational system and curricula, school administrative processes, and national educational regulations and policies of Ministry of Education and Ministry of Economy
  • Perfect skills in budget, proposal and reporting writing in Dari and English according to different donor and Ministry needs
  • Perfect skills in Office programs, especially Word and Excel
  • Great presentation and communication skills
  • Cultural sensitivity and experience in crisis management on different level
  • Fluency in Dari / Pashto and English
  • Residence in Shakardara distr when performing the job
