Job Description:
MAIN RESPONSIBILITIES:
The Logistic Officer will:
- Implement procurement and logistics activities, in accordance with MdM standards, protocols and procedures on mission level.
- Participate in the implementation of logistics activities (stock management, fleet, IT and other related tasks) in accordance with MdM procedures.
- Ensure all projects and office needs, including fleet, and assets are provided timely and efficiently.
ROLES:
1- Procurement
- Participate to the supply related activities upon request and support the supply unit depending on the workload.
- Ensure a follow up on all procurement activities following the logistic department requests.
- Participate in the archiving of procurement documentations both soft and hard copies.
- Participate in the establishment for BoQs for purchases involving rehabilitation and construction works.
2- Delivery follow Up / Stock management.
- Ensure to completion of procurement folders by ensuring that it has been followed by delivery documents (waybills, packing list and delivery notes).
- Ensure each IN/OUT of goods and materials from stock/WH are documented by Waybills, stock request, stock IN/OUT and recorded in Stock Card and signed by requesters prior delivery.
- Ensure the organization of the transport of goods by appropriate means of transport depending on the constraints on the ground (land, air, sea, rail, inland waterway): consult with forwarding agents, evaluate tenders, selection.
- Ensure the follow up of office and guest house consumable and prepare monthly MR in accordance with the logistic and finance coordination.
3- Transport / Fleet
- Supervision and management of the transport of people to the mission: monitor the vehicle fleet,
- Ensure all maintenances for vehicles, generators are due on time based on best procedures.
- Ensure there is standard filling system for MdM motorized assets.
- Ensure all cars are equipped with first aid kits, fire extinguishers, spare tire, and emergency toolbox.
- Ensure there is sufficient fuel stock for office generator and maintain the stock when needed.
- Guaranty there is a vehicle movement schedule plan table in accordance with a drivers schedule define by the Logistic Officer
4- Asset Follow Up / IT support.
- Ensure all MdM assets are registered and codified with numbering (refer to MdM Log Manual for details).
- Ensure that asset is given to users, after completion of “Asset Reception Form”.
- Make sure MdM assets are all in good condition (Motorized assets, office assets, projects tools, office/guest house assets/items. etc.).
- Ensure that e-mail, and IT equipment are functioning properly.
- Provide monthly asset report and share with the Head of Logistic Department.
- Maintain any assets which require repair on time and or if not feasible, register under “Out of Order” asset list with the approval of the coordination.
5- Premises management / Security
- Guaranty the regular follow up of guest house and offices running by trouble shooting issues or malfunctions.
- Guaranty the follow up of payment related to guest house and offices charges (water, electricity, internet, rent)
- Ensure security guards are on duty respecting MdM security procedures in application in the country.
- Ensure security guards have access to basic security equipment (torch, mobile phone + charger and credit and MdM emergency contact list.
6- General / Reporting
- Participate to the logistics reporting mechanism and share reports in due time for the logistic manager or head of logistic to review it.
- Commit to the humanitarian principles of strict humanity, neutrality, impartiality, and independence.
- Maintain the confidentiality of internal MdM materials, procedures, and information and only disclose such with the written approval of management.
- Respect time including to work, meetings, deadlines, and other reasonable requests.
- Maintain a good team spirit amongst staff and colleagues.
- Commit to honest, high-quality work in all aspects of responsibilities.
- Commit to a team spirit approach through capacity building of the managed staffs.
- Undertake any other tasks as reasonably assigned by supervisors.
7- Human Resources
- Plan annual leave for staff managed to ensure there is sufficient logistical resource available at all times.
- Carry out performance appraisals for all staff managed every year and ensure that this staffs appraise their direct reports to the same timescale.
Job Requirements:
- A minimum of 4-6 years’ experience in similar position with NGOs & INGOs
Bachelor’s degree or Master’s in the relevant field. - Ability to use Microsoft Office Pack (particularly Excel)
- Choose procurement and transit rules, procedures and standards adapted to the professional situations encountered
- Identify and evaluate suppliers and service providers (delivery times, quality levels, compliance with negotiated conditions, etc.)
- Optimise order delivery routes
- Lead training sessions
- Study and analyses a market
- Negotiate with service providers, suppliers and various internal and external partners
- Be able to adapt behavior to different audiences
- Be able to speak English and fluent in local languages (Dari & Pashto)
- Identify and characterize products corresponding to the identified needs
- Draw up the specifications for a purchase request, a call for tenders to be communicated to potential suppliers
