About Agency for Rehibilitation & Energy conservation in Afghanistan (AREA):

The Agency for Rehabilitation and Energy Conservation in Afghanistan (AREA), established in 1993, is a non-governmental, non-political, and not-for-profit organization committed to Afghanistan’s rehabilitation, development, and peacebuilding. AREA combines input distribution with training in climate-smart agriculture and nutrition awareness, while prioritizing women-headed households and persons with disabilities. Monitoring and feedback mechanisms ensure impact and continuous improvement.

AREA also implements a robust Mine Action Program, including surveys, clearance, EOD, and risk education, to reclaim land for safe and productive use. With a comprehensive and community-driven approach, AREA is recognized as a leading NGO contributing to Afghanistan’s humanitarian response and long-term recovery.

Job Description:

Duties and Responsibilities:

The Agricultural Project Manager (APM) will work under the overall supervision of the Managing Director (MD) and the direct supervision of the Program Head. In this role, the APM is expected to uphold and adhere to AREA’s constitution, as well as its rules and regulations.

To qualify for this position, candidates must possess a minimum of a university degree in Agriculture or a related field. They should have extensive knowledge and experience in various aspects of agriculture, including food subsistence, high-value crops, horticulture, and sericulture. A strong understanding of agricultural livelihoods and food security, as well as agricultural business practices, is essential. Additionally, the APM should be well-versed in environmental and natural resource management, particularly in areas such as irrigation, water, and land management.

Candidates must also have at least 10 years of relevant practical experience working with non-governmental organizations (NGOs). This experience should demonstrate strong managerial skills and expertise in concept design, monitoring, evaluation, and reporting within the agriculture, environment, and natural resource management sectors.

Furthermore, proficiency in English, Dari, and Pashto is required, with strong abilities in reading, writing, speaking, and overall communication

 

The Agricultural Project Manager will be responsible for the following assigned tasks:

  • Lead the planning and implementation of all project activities in alignment with the project proposal, budget, and timeline.
  • Collaborate with project staff, local authorities, community stakeholders, and partners to ensure effective project execution.
  • Supervise and support project team members to meet project deliverables.
  • Monitor project progress through field visits and ensure timely and quality reporting.
  • Develop and submit periodic narrative and financial reports to donors and internal stakeholders.
  • Manage the project budget and ensure compliance with donor and organizational financial procedures.
  • Ensure that gender and environmental considerations are integrated into all project activities.
  • Represent AREA at relevant meetings, workshops, and coordination forums.
  • Support community mobilization and participation in service delivery.
  • Liaise with line ministries to promote adherence to laws, policies, and national strategies concerning agriculture, water, and environmental development.
  • Ensure effective project implementation according to AREA’s policies, rules, and donor regulations.
  • Provide project reports and information to donors and stakeholders, ensuring their satisfaction with project implementation.
  • Prepare monthly and annual reports for HQ, along with future annual plans based on the strategic plan’s Program Planning Matrix.
  • Undertake any additional instructions or assignments as directed by AREA MD/DMD.

Job Requirements:

  • Education: A Bachelor's or Master’s degree in Agriculture, Rural Development, Project Management, or a related field.
  • Experience: A minimum of 10 years of relevant experience in managing agriculture or rural development projects.
  • Donor-Funded Project Management: Demonstrated experience in managing donor-funded projects, including those from organizations such as the UN, EU, and USAID.
  • Agricultural Expertise: In-depth knowledge of agricultural best practices and an understanding of rural community dynamics.
  • Project Management Skills: Exceptional project management, leadership, and organizational abilities.
  • Financial Acumen: Proficient in financial management and reporting.
  • Communication Skills: Strong interpersonal and communication skills, enabling effective collaboration with diverse stakeholders
