Human Rights Research and Advocacy Consortium (HRRAC) founded in 2006, is an independent Afghan non-governmental organization engaged in research, advocacy and capacity-building in the areas of women's and children’s human rights, health, education, access to justice, and public participation. HRRAC is a unique platform that brings together national and international organizations committed to advocating with and on behalf of Afghans for the protection and respect of human rights in Afghanistan.  

Job Description:

Key Responsibilities:

  1. Lead the planning and execution of project activities in accordance with the AHF-approved proposal and Logframe.
  2. Develop and implement detailed workplans, procurement plans, and spending forecasts in coordination with the Program and Finance teams.
  3. Ensure all HLP activities are implemented in line with AHF technical guidelines and HLP AoR standards.
  4. Supervise field teams, ensuring effective coordination among Officers, and Case Workers.
  5. Provide on-the-job coaching and capacity building to staff on protection principles, case management, and legal frameworks.
  6. Actively participate in HLP Area of Responsibility (AoR), Protection Cluster, and other relevant coordination forums.
  7. Engage with relevant government authorities (e.g., MoRR, MoJ, Land Authority, courts) and local stakeholders to promote access to justice and secure tenure.
  8. Represent the organization in donor or partner meetings when required.
  9. Ensure timely and accurate data collection and reporting using Activity Info and AHF reporting templates.
  10. Lead preparation of interim and final narrative reports, in coordination with MEAL and Grants teams.
  11. Conduct regular monitoring visits to project sites and ensure quality assurance of field activities.
  12. Monitor project expenditures and ensure adherence to AHF budget lines.
  13. Ensure compliance with AHF operational guidance, including risk mitigation, visibility, gender mainstreaming, and do-no-harm approaches.
  14. Ensures quality of project, annual and monthly work plan design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms.
  15. Identifying and ensuring support for staff capacity building needs, including helping to monitor and oversee the organizational capacity building plan, in consultation with HRRAC director.
  16. Participate and represent HRRAC in external meetings which are of relevance to project work.
  17. Develop overall program activities guidelines.
  18. Any other task assigned by supervisor within the scope of job.

Job Requirements:

  • Bachelor Degree is required; Masters is preferred.
  • Minimum four years of professional experience.  
  • Fluency in spoken and written English is required
  • Excellent language proficiency in spoken and written Dari and Pashto.
  • Strong computer skills, particularly with the Microsoft Office package
  • Ability to communicate effectively and be organized.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Self-disciplined and motivated critical thinker who is willing to work under pressure to meet deadlines.
  • Travel to field in target sites as required/directed.
