About HRRAC:

Human Rights Research and Advocacy Consortium (HRRAC) founded in 2006, is an independent Afghan non-governmental organization engaged in research, advocacy and capacity-building in the areas of women's and children’s human rights, health, education, access to justice, and public participation. HRRAC is a unique platform that brings together national and international organizations committed to advocating with and on behalf of Afghans for the protection and respect of human rights in Afghanistan.  

Job Description:

  1. Key Responsibilities:

    1. Mobilize and engage community members, especially vulnerable returnees, IDPs, and host communities, to participate in HLP-related project activities.
    2. Build trust and maintain regular communication with community leaders, elders, and key stakeholders to ensure local ownership and support for the project.
    3. Organize and facilitate community-level awareness sessions, meetings, and group discussions on HLP rights, legal documentation, and access to justice.
    4. Assist Case Workers and Officers in identifying HLP cases in the community, including disputes, lack of documentation, and forced evictions.
    5. Refer complex or sensitive cases to relevant Officers or legal staff for further follow-up and resolution.
    6. Support beneficiaries in accessing legal aid, documentation services, or administrative support when needed.
    7. Disseminate key HLP-related information (such as the importance of legal documents like Tazkira, land titles, and birth certificates) through culturally appropriate methods.
    8. Ensure information materials are well understood and accessible to all groups, including women, elderly, and people with disabilities.
    9. Participate in project planning and coordination meetings to inform implementation strategies based on ground realities.
    10. Support coordination with local authorities and service providers at the community level as needed.
    11. Provide regular field updates and weekly reports to the Project Officer or Manager on activities, challenges, and successes.
    12. Support the collection of data during awareness sessions and field visits, ensuring timely submission of attendance sheets, activity reports, and feedback forms.
    13. Monitor attendance and engagement in sessions and flag any trends or issues in participation.
    14. Participate in trainings on HLP, protection principles, and community engagement methods as organized by HRRAC or AHF partners.
    15. Ensure that all activities comply with HRRAC’s principles of do-no-harm, gender sensitivity, and accountability to affected populations.
    16. Perform any other related tasks assigned by the supervisor in line with the project objectives and community needs.

Job Requirements:

  • At least high school graduate; diploma or degree in social science, law, or community development is a plus.
  • Minimum 4 years of experience working in community mobilization, protection, or humanitarian programs.
  • Good understanding of local customs, power structures, and protection issues in the target communities.
  • Strong communication, facilitation, and interpersonal skills.
  • Familiarity with HLP concepts and willingness to learn legal and protection-related topics.
  • Fluency in Pashto and Dari; basic understanding of English is an advantage.
  • Residence in or close familiarity with the target area is strongly preferred.
