Job Description:

ROLE PURPOSE:

Save the Children is looking for a creative individual for our programmes who has the experience and competencies to work as Monitoring, Evaluation, Accountability and Learning Coordinator. The main purpose of this role is to lead on enhancing the quality and accountability of our work, bringing immediate and long lasting changes in the lives of children within the Targeted areas. 

 

The MEAL Coordinator will bring significant experience and fresh ideas to strengthen the project (OFDA, SIDA-CP, AQL, EIE and CRG) MEAL system, ensuring it is institutionalized, and that staff have the capacity required to implement it. S/he will ensure that all projects continually monitored for their effectiveness and appropriateness and that lessons learned are documented and communicated to inform on-going implementation and future programming. S/he will guide teams in achieving outcome/impact focused projects and accountability to beneficiaries in line with Save the Children’s and donors’ policies and practices.

 

The MEAL Coordinator will lead on building capacities of staff and partners for accountability and participation, with a specific focus on children. In summary, the MEAL Coordinator will be responsible for ensuring the Country Office:

  • Is  informed on the extent to which our interventions are affecting the lives of the targeted populations;
  • Have evidence-based knowledge on the positive and negative impact that our interventions are having over the communities where SCI and its partners works;
  • Receives regular, timely and context-specific, MEAL mindful feedback from our staff, partners, programme participants and that feedback effectively informs and signals areas where strategic attention is required.

 

KEY AREAS OF ACCOUNTABILITY :

Monitoring and Evaluation

  • Ensure that the organisation delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
  • Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes.
  • Ensure that all projects activities are designed and implemented in accordance with SCI MEAL standards and help the Country Office MEAL team and OFDA, SIDA-CP, AQL, EIE and CRG Unit to develop projects monitoring tools and approaches.
  • Ensure that data collection methodologies used at field level are standardised, enabling the specific vulnerabilities of different target groups to be captured and analysed.
  • Ensure that verifiable, quantitative data is routine collected and analysed for OFDA, SIDA-CP, AQL, EIE and CRG projects in targeted or operational areas.
  • Ensure that monthly quantitative data analysis is shared with relevant stakeholders to inform programme design and review.
  • Support project teams with assessment/evaluation planning, ensuring that SCI minimum standards for quality evaluations are integrated into design and implementation.
  • Ensure that all assessment/evaluation reports meet the SCI quality criteria, and promote the integration of recommendations and lessons learned in project planning and future programming.

 

 

Accountability

  • Ensure that all OFDA, SIDA-CP, AQL, EIE and CRG project staffs, including senior provincial manager and other stakeholders are fully understand and promote accountability in general and to children in particular, through training and coaching with close consultation of MEAL unit.
  • Contribute to improvements in existing SCI (MEAL) policies and procedures to enhance effective accountability mechanisms.
  • Ensure that accountability activities are well documented and learning is shared with MEAL unit and SCI members.
  • By facilitating information sharing with key stakeholders, including beneficiaries within the community and make sure that SCI promotes transparency throughout all stages of implementation.
  • Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints and provide feedback to beneficiaries with close consultation of MEAL unit.
  • Ensure that activities are carried out to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy.

 

Learning

  • Support the project staffs team to communicate program learning (through document sharing, presentations, etc).
  • Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with sectors’ technical OFDA, SIDA-CP, AQL, EIE and CRG managers, coordinators, senior officers, officers and social workers.
  • Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level.

 

Technical supervision, performance management and capacity building of staff

  • Provide technical supervision of the field-based staff through regular contact, field monitoring visits and meetings from the targeted area.
  • Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with Country office MEAL unit (the field manager of their duty station) and the human resources department.

Job Requirements:

QUALIFICATIONS 

EXPERIENCE AND SKILLS:

  • Postgraduate qualifications in Social Sciences or related field

  • Excellent computer skills, including the ability to design and manage databases
  • High level research and skills
  • Highly developed communication and interpersonal skills
  • Ability to work collaboratively and to develop monitoring and evaluation capacity in groups and individuals

 

Knowledge/Experience:

  • At least 3 years experience in monitoring and evaluation a range of programs/ projects in a developing country context
  • Sound project management experience, preferably in the area of OFDA, SIDA-CP, AQL, EIE and CRG
